जन गण मन की कहानी

 

– कितना सच कितना झूठ -क्या हैगए और 1911 में दिल्ली को राजधानी घोषित कर दिया। पूरे भारत में उस समय लोग विद्रोह से भरे हुए थे तो अंग्रेजो ने अपने इंग्लॅण्ड के राजा को भारत आमंत्रित किया ताकि लोग शांत हो जाये। इंग्लैंड का राजा जोर्ज पंचम 1911 में भारत में आया। रविंद्रनाथ टैगोर पर दबाव बनाया गया कि तुम्हे एक गीत जोर्ज पंचम के स्वागत में लिखना ही होगा।

उस समय टैगोर का परिवार अंग्रेजों के काफी नजदीक हुआ करता था, उनके परिवार के बहुत से लोग ईस्ट इंडिया कंपनी के लिए काम किया करते थे, उनके बड़े भाई अवनींद्र नाथ टैगोर बहुत दिनों तक ईस्ट इंडिया कंपनी के कलकत्ता डिविजन के निदेशक (Director) रहे। उनके परिवार का बहुत पैसा ईस्ट इंडिया कंपनी में लगा हुआ था। और खुद रविन्द्र नाथ टैगोर की बहुत सहानुभूति थी अंग्रेजों के लिए। रविंद्रनाथ टैगोर ने मन से या बेमन से जो गीत लिखा उसके बोल है “जन गण मन अधिनायक जय हे भारत भाग्य विधाता”। इस गीत के सारे के सारे शब्दों में अंग्रेजी राजा जोर्ज पंचम का गुणगान है, जिसका अर्थ समझने पर पता लगेगा कि ये तो हकीक़त में ही अंग्रेजो की खुशामद में लिखा गया था।

इस राष्ट्रगान का अर्थ कुछ इस तरह से होता है “भारत के नागरिक, भारत की जनता अपने मन से आपको भारत का भाग्य विधाता समझती है और मानती है। हे अधिनायक (Superhero) तुम्ही भारत के भाग्य विधाता हो। तुम्हारी जय हो ! जय हो ! जय हो ! तुम्हारे भारत आने से सभी प्रान्त पंजाब, सिंध, गुजरात, मराठा मतलब महारास्त्र, द्रविड़ मतलब दक्षिण भारत, उत्कल मतलब उड़ीसा, बंगाल आदि और जितनी भी नदिया जैसे यमुना और गंगा ये सभी हर्षित है, खुश है, प्रसन्न है , तुम्हारा नाम लेकर ही हम जागते है और तुम्हारे नाम का आशीर्वाद चाहते है। तुम्हारी ही हम गाथा गाते है। हे भारत के भाग्य विधाता (सुपर हीरो ) तुम्हारी जय हो जय हो जय हो। ”

जोर्ज पंचम भारत आया 1911 में और उसके स्वागत में ये गीत गाया गया। जब वो इंग्लैंड चला गया तो उसने उस जन गण मन का अंग्रेजी में अनुवाद करवाया। क्योंकि जब भारत में उसका इस गीत से स्वागत हुआ था तब उसके समझ में नहीं आया था कि ये गीत क्यों गाया गया और इसका अर्थ क्या है। जब अंग्रेजी अनुवाद उसने सुना तो वह बोला कि इतना सम्मान और इतनी खुशामद तो मेरी आज तक इंग्लॅण्ड में भी किसी ने नहीं की। वह बहुत खुश हुआ। उसने आदेश दिया कि जिसने भी ये गीत उसके (जोर्ज पंचम के) लिए लिखा है उसे इंग्लैंड बुलाया जाये। रविन्द्र नाथ टैगोर इंग्लैंड गए। जोर्ज पंचम उस समय नोबल पुरस्कार समिति का अध्यक्ष भी था।

उसने रविन्द्र नाथ टैगोर को नोबल पुरस्कार से सम्मानित करने का फैसला किया। तो रविन्द्र नाथ टैगोर ने इस नोबल पुरस्कार को लेने से मना कर दिया। क्यों कि गाँधी जी ने बहुत बुरी तरह से रविन्द्रनाथ टेगोर को उनके इस गीत के लिए खूब डांटा था। टैगोर ने कहा की आप मुझे नोबल पुरस्कार देना ही चाहते हैं तो मैंने एक गीतांजलि नामक रचना लिखी है उस पर मुझे दे दो लेकिन इस गीत के नाम पर मत दो और यही प्रचारित किया जाये क़ि मुझे जो नोबेल पुरस्कार दिया गया है वो गीतांजलि नामक रचना के ऊपर दिया गया है। जोर्ज पंचम मान गया और रविन्द्र नाथ टैगोर को सन 1913 में गीतांजलि नामक रचना के ऊपर नोबल पुरस्कार दिया गया।

रविन्द्र नाथ टैगोर की ये सहानुभूति ख़त्म हुई 1919 में जब जलिया वाला कांड हुआ और गाँधी जी ने लगभग गाली की भाषा में उनको पत्र लिखा और कहा क़ि अभी भी तुम्हारी आँखों से अंग्रेजियत का पर्दा नहीं उतरेगा तो कब उतरेगा, तुम अंग्रेजों के इतने चाटुकार कैसे हो गए, तुम इनके इतने समर्थक कैसे हो गए ? फिर गाँधी जी स्वयं रविन्द्र नाथ टैगोर से मिलने गए और बहुत जोर से डाटा कि अभी तक तुम अंग्रेजो की अंध भक्ति में डूबे हुए हो ? तब जाकर रविंद्रनाथ टैगोर की नीद खुली। इस काण्ड का टैगोर ने विरोध किया और नोबल पुरस्कार अंग्रेजी हुकूमत को लौटा दिया। सन 1919 से पहले जितना कुछ भी रविन्द्र नाथ टैगोर ने लिखा वो अंग्रेजी सरकार के पक्ष में था और 1919 के बाद उनके लेख कुछ कुछ अंग्रेजो के खिलाफ होने लगे थे।

रविन्द्र नाथ टेगोर के बहनोई, सुरेन्द्र नाथ बनर्जी लन्दन में रहते थे और ICS ऑफिसर थे। अपने बहनोई को उन्होंने एक पत्र लिखा था (ये 1919 के बाद की घटना है) । इसमें उन्होंने लिखा है कि ये गीत ‘जन गण मन’ अंग्रेजो के द्वारा मुझ पर दबाव डलवाकर लिखवाया गया है। इसके शब्दों का अर्थ अच्छा नहीं है। इस गीत को नहीं गाया जाये तो अच्छा है। लेकिन अंत में उन्होंने लिख दिया कि इस चिठ्ठी को किसी को नहीं दिखाए क्योंकि मैं इसे सिर्फ आप तक सीमित रखना चाहता हूँ लेकिन जब कभी मेरी म्रत्यु हो जाये तो सबको बता दे। 7 अगस्त 1941 को रबिन्द्र नाथ टैगोर की मृत्यु के बाद इस पत्र को सुरेन्द्र नाथ बनर्जी ने ये पत्र सार्वजनिक किया, और सारे देश को ये कहा क़ि ये जन गन मन गीत न गाया जाये।

1941 तक कांग्रेस पार्टी थोड़ी उभर चुकी थी। लेकिन वह दो खेमो में बट गई। जिसमे एक खेमे के समर्थक बाल गंगाधर तिलक थे और दुसरे खेमे में मोती लाल नेहरु थे। मतभेद था सरकार बनाने को लेकर। मोती लाल नेहरु चाहते थे कि स्वतंत्र भारत की सरकार अंग्रेजो के साथ कोई संयोजक सरकार (Coalition Government) बने। जबकि गंगाधर तिलक कहते थे कि अंग्रेजो के साथ मिलकर सरकार बनाना तो भारत के लोगों को धोखा देना है। इस मतभेद के कारण लोकमान्य तिलक कांग्रेस से निकल गए और उन्होंने गरम दल बनाया। कोंग्रेस के दो हिस्से हो गए। एक नरम दल और एक गरम दल।

गरम दल के नेता थे लोकमान्य तिलक जैसे क्रन्तिकारी। वे हर जगह वन्दे मातरम गाया करते थे। और नरम दल के नेता थे मोती लाल नेहरु (यहाँ मैं स्पष्ट कर दूँ कि गांधीजी उस समय तक कांग्रेस की आजीवन सदस्यता से इस्तीफा दे चुके थे, वो किसी तरफ नहीं थे, लेकिन गाँधी जी दोनों पक्ष के लिए आदरणीय थे क्योंकि गाँधी जी देश के लोगों के आदरणीय थे)। लेकिन नरम दल वाले ज्यादातर अंग्रेजो के साथ रहते थे। उनके साथ रहना, उनको सुनना, उनकी बैठकों में शामिल होना। हर समय अंग्रेजो से समझौते में रहते थे। वन्देमातरम से अंग्रेजो को बहुत चिढ होती थी। नरम दल वाले गरम दल को चिढाने के लिए 1911 में लिखा गया गीत “जन गण मन” गाया करते थे और गरम दल वाले “वन्दे मातरम”।

नरम दल वाले अंग्रेजों के समर्थक थे और अंग्रेजों को ये गीत पसंद नहीं था तो अंग्रेजों के कहने पर नरम दल वालों ने उस समय एक हवा उड़ा दी कि मुसलमानों को वन्दे मातरम नहीं गाना चाहिए क्यों कि इसमें बुतपरस्ती (मूर्ति पूजा) है। और आप जानते है कि मुसलमान मूर्ति पूजा के कट्टर विरोधी है। उस समय मुस्लिम लीग भी बन गई थी जिसके प्रमुख मोहम्मद अली जिन्ना थे। उन्होंने भी इसका विरोध करना शुरू कर दिया क्योंकि जिन्ना भी देखने भर को (उस समय तक) भारतीय थे मन,कर्म और वचन से अंग्रेज ही थे उन्होंने भी अंग्रेजों के इशारे पर ये कहना शुरू किया और मुसलमानों को वन्दे मातरम गाने से मना कर दिया। जब भारत सन 1947 में स्वतंत्र हो गया तो जवाहर लाल नेहरु ने इसमें राजनीति कर डाली। संविधान सभा की बहस चली। संविधान सभा के 319 में से 318 सांसद ऐसे थे जिन्होंने बंकिम बाबु द्वारा लिखित वन्देमातरम को राष्ट्र गान स्वीकार करने पर सहमति जताई।

बस एक सांसद ने इस प्रस्ताव को नहीं माना। और उस एक सांसद का नाम था पंडित जवाहर लाल नेहरु। उनका तर्क था कि वन्दे मातरम गीत से मुसलमानों के दिल को चोट पहुचती है इसलिए इसे नहीं गाना चाहिए (दरअसल इस गीत से मुसलमानों को नहीं अंग्रेजों के दिल को चोट पहुंचती थी)। अब इस झगडे का फैसला कौन करे, तो वे पहुचे गाँधी जी के पास। गाँधी जी ने कहा कि जन गन मन के पक्ष में तो मैं भी नहीं हूँ और तुम (नेहरु ) वन्देमातरम के पक्ष में नहीं हो तो कोई तीसरा गीत तैयार किया जाये। तो महात्मा गाँधी ने तीसरा विकल्प झंडा गान के रूप में दिया “विजयी विश्व तिरंगा प्यारा झंडा ऊँचा रहे हमारा”। लेकिन नेहरु जी उस पर भी तैयार नहीं हुए।

नेहरु जी का तर्क था कि झंडा गान ओर्केस्ट्रा पर नहीं बज सकता और जन गन मन ओर्केस्ट्रा पर बज सकता है। उस समय बात नहीं बनी तो नेहरु जी ने इस मुद्दे को गाँधी जी की मृत्यु तक टाले रखा और उनकी मृत्यु के बाद नेहरु जी ने जन गण मन को राष्ट्र गान घोषित कर दिया और जबरदस्ती भारतीयों पर इसे थोप दिया गया जबकि इसके जो बोल है उनका अर्थ कुछ और ही कहानी प्रस्तुत करते है, और दूसरा पक्ष नाराज न हो इसलिए वन्दे मातरम को राष्ट्रगीत बना दिया गया लेकिन कभी गया नहीं गया। नेहरु जी कोई ऐसा काम नहीं करना चाहते थे जिससे कि अंग्रेजों के दिल को चोट पहुंचे, मुसलमानों के वो इतने हिमायती कैसे हो सकते थे जिस आदमी ने पाकिस्तान बनवा दिया जब कि इस देश के मुसलमान पाकिस्तान नहीं चाहते थे, जन गण मन को इस लिए तरजीह दी गयी क्योंकि वो अंग्रेजों की भक्ति में गाया गया गीत था और वन्देमातरम इसलिए पीछे रह गया क्योंकि इस गीत से अंगेजों को दर्द होता था।

बीबीसी ने एक सर्वे किया था। उसने पूरे संसार में जितने भी भारत के लोग रहते थे, उनसे पुछा कि आपको दोनों में से कौन सा गीत ज्यादा पसंद है तो 99 % लोगों ने कहा वन्देमातरम। बीबीसी के इस सर्वे से एक बात और साफ़ हुई कि दुनिया के सबसे लोकप्रिय गीतों में दुसरे नंबर पर वन्देमातरम है। कई देश है जिनके लोगों को इसके बोल समझ में नहीं आते है लेकिन वो कहते है कि इसमें जो लय है उससे एक जज्बा पैदा होता है।

तो ये इतिहास है वन्दे मातरम का और जन गण मन का। अब ये आप को तय करना है कि आपको क्या गाना है ?

FOURTEENTH HINDU SANGATHAN DIVAS (HINDU UNITY DAY) REPORT 

The Hindu Temple Society of North America, The Indian American Intellectuals Forum (“Forum”) and several other Hindu organizations joined hands to celebrate with pomp, pageantry and enthusiasm the Fourteenth Hindu Sangathan Divas (Hindu Unity Day) on August 10, 2008 at Hindu Temple Auditorium in Flushing, New York.

The upscale auditorium was packed to capacity, including the balcony.  Inside, there were more than 1000 Hindus present.  Putting aside their caste, creed, color, nationality, the Hindus from India, Pakistan, Bangladesh, Nepal, Guyana, Trinidad and many other countries, participated in the most unique event of the times – the Hindu Unity Day – with a lot of energy, enthusiasm, zeal and gusto.  The assertion of the newly born Hindu pride and confidence had to be seen to be believed.

The high-profile dignitaries, who addressed the huge audience were:  Dr. Subramanian Swamy, the Chief Guest and President of Janata Party in India and the former Law Minister; Sardar Joginder Singh, the Keynote Speaker and former Chief of India’s Central Bureau of Intelligence; Rajeev Malhotra, the Founder of Infinity Foundation and a philanthropist; Sri Nithya Bhaktananda Swamy, the very successful business professional turned spiritual master, and Dr. Uma Mysorekar, the President of Hindu Temple Society of North America.

The fact that the event evoked so much of interest and involvement of so many Hindus from the tri-state area, and elsewhere, demolished the frequently propounded theory by the prophets of doom, and exploded their much-hyped myth that the Hindus simply cannot work in unison.

The Hindu public and the assembled leaders deliberated over the serious problems of the persecution of Hindus in Bangladesh, the terrorist bomb blasts in mega Indian cities such as Bangaluru, Jaipur and Ahmedabad, the forcible conversion of Hindus to other religions, the acquisition of Hindu temple lands by governments in India, the return of 100 acre land back to the Amarnath Shrine, widespread terrorism and rampant corruption in governmental agencies.  Numerous resolutions were proposed and were passed unanimously by voice vote, and are attached herewith. 

In his hard-hitting speech supported by facts, Dr. Subramanian Swamy stated that the anti-Hindu focus of the present UPA government in India has become abundantly obvious, especially in the case of Sethusamudram Ship Channel Project that was supposedly needed to accomplish certain maritime objectives. Here, all along, the government was insisting to follow one particular route that required destroying the historical Rama Setu, the ancient bridge built by the army of Rama in order to reach the island of Lanka.

That was despite the fact that there are five other alternative routes available to accomplish what was needed. Yet, the government was hell-bent on breaking the Rama Setu and hurting the sentiments of nine hundred fifty million Hindus. “Why?” Dr. Swamy asked. “Is that because Karunanidhi (Tamil Nadu Chief Minister) and Sonia (Congress Party Chairperson) hate the Hinduism?”

For the first time since 1947, Hindus have won a court case for Hinduism, by having the Supreme Court direct the national government look for another route because, as the Judges observed, “Where the faith is hurt, development project has to give way.” Now the government is exploring an alternative route, which was Dr. Swamy’s demand in his Writ Petition, to begin with.

Dr. Swamy argued that the terrorists have political objectives that we can act to nullify. For example, he cited the fact that terrorists in Jammu and Kashmir have killed the Hindu Pandits and driven out 375,000 Hindus to create a Caliphate there. “Retaliate,” he thundered, “by sending one million ex-servicemen to settle in the Valley for good. Give them the necessary weapons to defend themselves and also an amount of Rs. 5 lakh each to build their homes.”

Furthermore, Dr. Swamy said, “If the terrorists bomb our temples, then send the army to take over the Mosque built on the Kashi-Vishwanath temple, and restore the entire area to Lord Shiva.” “If the Bangladeshis infiltrate into India as they have,” Dr. Swamy pointed out, “then demand the territory from Bangladesh.” “Let us send a column of Indian army from Khulna to Sylhet in Bangladesh and annex the top one-third of that nation as the compensation,” he said.

The jam-packed auditorium roared with approval at every punch line and gave Dr. Swamy a standing ovation for five minutes when he finally finished his talk.

Speaking on the menace of terrorism, former CBI chief Sardar Joginder Singh said, “Nowhere in the world was the problem of terrorism ever tackled through talks with the terrorists.” Quoting Gulam Nabi Azad, a Congress veteran leader and an ex-Chief Minister of the State of Jammu and Kashmir, Sardar Joginder Singh said, “He (Azad) had once said that ‘bullet-for-bullet’ was the only way to solve the problem of terrorism.  You have to kill the terrorists or else they will kill you.”

“Thousands of innocent people have been killed in India due to terrorism,” lamented Joginder Singh, “We should follow the Israeli model to handle terrorism.  In Israel, citizens have been trained to be vigilant about the suspicious activities of anti-national elements.  Hence, it is the duty of government to encourage citizens to cooperate with it.  At the same time, it is the responsibility of every citizen to cooperate with security agencies in capturing terrorists.

Rajeev Malhotra, a highly acclaimed intellectual and a philanthropist, was honored at the Unity event for his exceptional services to the Hindu society. Mr. Malhotra emphasized the importance of maintaining our Hindu identity.

Sri Nitya Bhaktananda Swamy said that Hinduism believes in giving, loving, sharing and caring.  Temples play very important role in uniting the Hindu people.  Scriptures, Guru-shishya tradition, temples and society are the four pillars of Hindu Dharma.

Dr. Uma Mysorekar said, “It was wrong to say that Hinduism is merely a way of life.  Hinduism is a full-fledged religion and has its own scriptures, methodology and identity.”

Earlier in the event, Indira Narasimharajan welcomed the audience. Narain Kataria, the President of Intellectual Forum, while welcoming Sardar Joginder Singh, said that Hindus and Sikhs have suffered immensely at the hands of invaders while they have also rejoiced together. Hindus consider Sikhs as their blood brothers.  The system of “Roti” and “Beti” is still prevalent between the Sikhs and Hindus in Punjab. Guru Arjun Dev, Guru Teg Bahadur and Guru Gobind Singh and his four sons sacrificed their lives for the protection of Hindu Dharma. Contributions of Sikhs in the struggle for India’s freedom are unparalleled in the annals of history.

Arish Sahani, the Vice President of the Forum proposed a vote of thanks and Rene Lobo, a distinguished journalist, Director of Community News at television channel ITV and a budding politician emceed the event.

RESOLUTION PASSED

We believe that under the present conditions, the future of Hindus is in peril and the survival of India is in danger. To avert this calamity, we strongly urge the Government of India to initiate a process to implement the following resolutions:

 

1.          Abrogate the Article 30 of Indian Constitution because it is discriminatory against majority community (Hindus).  It allows state and federal funding to minority institutions, including Madrasas that have become the breeding ground for Islamic terrorism. 

2.         Implement Uniform Civil Code (Article 44).

3.         Repeal Article 370 of India’s Constitution in order to fully integrate Jammu & Kashmir with the rest of India.

4.         Expel all illegal infiltrators and set-up stringent conditions to prevent any further infiltration from Bangladesh, Pakistan etc.

5.         Free all Hindu temples from the Government control.

6.         Ban cow slaughter throughout India.

7.         Build Ramjnmabhoomi Temple at Ayodhya (India) by passing a law in the Parliament.

8.         Restore the land allotment to the Board of Amarnath Shrine in Jammu.

9.         No reservations of any kind on the basis of religion.

10.     All citizens must be treated equally; there must be no appeasement and no discrimination.

11.     Hindus should establish one billion dollar strong “Hindu Support Fund” to take care of Hindus suffering from the terrorism.

12.     In order to bring the Hindus of the world on one platform, Hindu leaders should agree to observe one day in a year, preferably the Guru Purnima Day, as the “International Hindu Unity Day.”

One key witness is Susan Shields, who wrote about her experience in Free Inquiry Magazine (Vol. 18 no. 1, Winter 1997/1998). Shields was a sister in the Missionaries of Charity. She lived with them in the Bronx, Rome, and San Francisco. According to Shields, the philosophy that guided the Missionary Sisters both considered suffering a virtue and strongly discouraged attachments of any kind to the people served. The inevitable result of this combination was an indifference to human suffering. If suffering is good, and if feeling emotional responses toward the patients is bad, then any uncomfortable emotions that may arise from witnessing their suffering must be quickly switched off. This makes true compassion difficult if not impossible.

The Missionary Sisters were not bad people. Most of them meant well. They tried their best to be obedient, and did not know that the great bulk of donations their order received remained hidden unused in Mother’s bank accounts. Shields knows this because one of her assigned tasks was recording those donations. “We wrote receipts for checks of $50,000 and more on a regular basis,” she reports.

Since poverty was also considered a virtue, little of that money could be spent either on the order or on the patients. As Shields tells us: “Mother was very concerned that we preserve our spirit of poverty. Spending money would destroy that poverty. She seemed obsessed with using only the simplest of means for our work. Was this in the best interests of the people we were trying to help, or were we in fact using them as a tool to advance our own `sanctity?’ In Haiti, to keep the spirit of poverty, the sisters reused needles until they became blunt. Seeing the pain caused by the blunt needles, some of the volunteers offered to procure more needles, but the sisters refused.”

Hitchens quotes parts of Shields’ unpublished manuscript, but her article in Free Inquiry may easily be found online and is worth reading in full.

Another eyewitness Hitchens quotes is Dr. Robin Fox, who in 1994 was editor of The Lancet and who reported his findings in that journal in an article entitled “Mother Theresa’s Care for the Dying” (September 17, 1994). While noting that the residents of the home were at least well fed, Fox nevertheless observes that their medical care was inadequate. He calls it “haphazard,” refusing to permit normal diagnostic procedures like blood films because such practices “tend toward materialism.” He concludes:

“I was disturbed to learn that the formulary includes no strong analgesics. Along with the neglect of diagnosis, the lack of good analgesia marks Mother Theresa’s approach as clearly separate from the hospice movement. I know which I prefer.”

Hitchens points out that this state of affairs at the Home for the Dying cannot be excused by any plea of poverty. Mother Teresa had at her disposal “immense quantities of money and material.” The home was as it was because it reflected Mother Teresa’s philosophy of suffering and the poor.

Dr. Fox’s account is supplemented by the observations of Mary Loudon, a volunteer at the Home of the Dying whose testimony Hitchens obtained. In Loudon’s words,

“This is two rooms with fifty to sixty men in one, fifty to sixty women in another. They’re dying. They’re not being given a great deal of medical care. They’re not being given painkillers really beyond aspirin and maybe if you’re lucky some Brufen [ibuprofen] or something, for the sort of pain that goes with terminal cancer and the things they were dying of.”

I have years of experience working in hospice. Cancer pain can be unimaginable, and considerable intravenous morphine infusions are often scarcely enough to contain it. But if you have cancer in Mother Teresa’s home, you’ll get aspirin for your pain or maybe Advil if you’re lucky.

Loudon goes on to observe that needles were reused continually and not sterilized but only rinsed at the cold water tap – another false show of poverty at the expense of the residents’ well being.

Mother Teresa apparently considered pain sacred – as long as it happens to somebody else, and as long as that person is poor. Hitchens mentions (p. 41) a filmed interview in which Mother Teresa says with a smile what she told a patient suffering unbearable pain from terminal cancer: “You are suffering like Christ on the cross. So Jesus must be kissing you.” The patient’s response: “Then please tell him to stop kissing me.”

It is supremely arrogant to tell someone in agony to be grateful for the blessing of pain while availing oneself of the best and most expensive hospitals in the West during one’s own illnesses, as Mother Teresa did. Did Mother Teresa not wish to be kissed by Jesus too?

Another witness Hitchens quotes is author and journalist Elgy Gillespie, who spent time at Mother Teresa’s San Francisco hostel for people with AIDS. She reports that the ones who were not too sick to care were extremely depressed because they were not permitted to watch TV or have friends come over, even when they were dying. She mentions one patient in particular who was able to escape the hostel for a while, because a caring friend of Gillespie’s offered to take him in. When his illness worsened and this friend could no longer care for him, he begged her not to send him back to the hostel. He was afraid that at the hostel he would be denied necessary medication, including morphine for his pain.

How can one possibly excuse the willful denial of pain medication to people who are terminally ill, regardless of the theology behind it? How does one call somebody who does this a saint? Those who try to discredit Hitchens’ book by attacking Hitchens personally are ethically irresponsible. They would also have to attack and discredit Susan Shields, Dr. Robin Fox, Mary Loudon, and Elgy Gillespie. So far to my knowledge, no one has.

Now why on earth would anyone withhold pain medication from people in intense pain, especially if one had millions to pay for such medication? Who can really discern another person’s motives? One can only observe the obvious: there is no credit for helping the poor if they are not poor, the suffering if they are not suffering, and the disabled if they are independent. Mother Teresa made a great show of helping only the poor. In an interview with Malcolm Muggeridge she stated: “We cannot work for the rich; neither can we accept any money for the work we do. Ours has to be a free service, and to the poor” (p. 60). Another quote from Mother: “I think it is very beautiful for the poor to accept their lot, to share it with the passion of Christ. I think the world is being much helped by the suffering of the poor people” (p.11).

There you have it. Mother’s theology glorifies suffering. Suffering is good. It is the kiss of Christ. The suffering of the poor helps the world. So one can be a saint only by helping the suffering poor. There is no saintliness in helping the non-suffering non-poor. So collect millions in the name of the suffering poor; just don’t spend it on relieving their pain or restoring their dignity.

Nothing illustrates this attitude better than a bizarre incident that took place in New York in 1990. The city gave two buildings it had seized for back taxes to the Missionary Sisters for one dollar apiece. The sisters planned to convert them into a homeless shelter. But there was a wrinkle. The city required that the residence be accessible to people with disabilities, and so asked that the sisters install an elevator. Mother Teresa adamantly refused. She even rejected the city’s offer to pay for the elevator (never mind that she could easily have afforded to pay for it herself). So the nuns abandoned the project.

What’s so bad about an elevator? The nuns wanted the residents to experience the charity of people who would care for them in their poverty. “The sisters said that if anyone couldn’t walk up the stairs, they’d carry them, just like they do in Calcutta,” said Anne Emerman, director of the Mayor’s Office for People with Disabilities, who opposed the nuns’ request for a waiver from the city’s handicapped access law.

Emerman was vilified in some quarters for her opposition to the great saint, but to the disabled community she was a hero. “We have different ideas here of personal dignity” she said. “Some people might not want to be carried.”

Indeed, some disabled people might actually prefer to be independent and to have their independence respected. But promoting independence just doesn’t have quite the same flash as service to the poor.

Nope, Not Even Mother Teresa” [New York Times, September 17, 1990].)

Now what if New York City had not offered to pay for an elevator? Could the Missionaries of Charity plead poverty as an excuse not to build it? Well they could, but it would hardly be credible. Mother Teresa ranked with the best in her ability to manipulate people’s guilt to elicit funding. By all accounts she could be very persistent. In an article entitled “Mother Teresa: Where Are Her Millions?” which appeared in German’s Stern magazine (September 10, 1998), Walter Wuellenweber notes several examples:

“For purchase or rent of property, the sisters do not need to touch their bank accounts. `Mother always said, we don’t spend for that,’ remembers Sunita Kumar, one the richest women in Calcutta and supposedly Mother T’s closest associate outside the order. `If Mother needed a house, she went straight to the owner, whether it was the State or a private person, and worked on him for so long that she eventually got it free.’…

“Mother Teresa saw it as her God given right never to have to pay anyone for anything. Once she bought food for her nuns in London for GB £500. When she was told she’d have to pay at the till, the diminutive seemingly harmless nun showed her Balkan temper and shouted, `This is for the work of God!’ She raged so loud and so long that eventually a businessman waiting in the queue paid up on her behalf.”

So the question remains: If Mother Teresa was so good at raising funds and did in fact raise millions, why is there no money for clean needles in hospices? Where does the money go? As one man said after asking Mother for help in building housing for 4,000 of Calcutta’s homeless and failing even to receive a response, “I don’t understand why you educated people in the West have made this woman into such a goddess! I went to her place three times. She did not even listen to what I had to say. Everyone on earth knows that the sisters have a lot of money. But no one knows what they do with it!”

It seems no one can answer that question completely. But Wuellenweber continues:

“The fortune of this famous charitable organisation is controlled from Rome, – from an account at the Vatican bank. And what happens with monies at the Vatican Bank is so secret that even God is not allowed to know about it. One thing is sure however – Mother’s outlets in poor countries do not benefit from largesse of the rich countries. The official biographer of Mother Teresa, Kathryn Spink, writes, `As soon as the sisters became established in a certain country, Mother normally withdrew all financial support.’ Branches in very needy countries therefore only receive start-up assistance. Most of the money remains in the Vatican Bank.”

Wherever the money did end up, most of it never went to the poor Mother Teresa was supposed to be serving. In her Free Inquiry article Susan Shields states: “The donations rolled in and were deposited in the bank, but they had no effect on our ascetic lives and very little effect on the lives of the poor we were trying to help.” Reporter Donal MacIntyre, writing in the New Statesman (London; August 22, 2005), describes conditions in Mother Teresa’s orphanage that were not only squalid but sometimes even cruel:

“I worked undercover for a week in Mother Teresa’s flagship home for disabled boys and girls to record Mother Teresa’s Legacy, a special report for Five News broadcast earlier this month. I winced at the rough handling by some of the full-time staff and Missionary sisters. I saw children with their mouths gagged open to be given medicine, their hands flaying in distress, visible testimony to the pain they were in. Tiny babies were bound with cloths at feeding time. Rough hands wrenched heads into position for feeding. Some of the children retched and coughed as rushed staff crammed food into their mouths. Boys and girls were abandoned on open toilets for up to 20 minutes at a time. Slumped, untended, some dribbling, some sleeping, they were a pathetic sight. Their treatment was an affront to their dignity, and dangerously unhygienic.

“Volunteers (from Italy, Sweden, the United States and the UK) did their best to cradle and wash the children who had soiled themselves. But there were no nappies, and only cold water. Soap and disinfectant were in short supply. Workers washed down beds with dirty water and dirty cloths. Food was prepared on the floor in the corridor. A senior member of staff mixed medicine with her hands. Some did their best to give love and affection – at least some of the time. But, for the most part, the care the children received was inept, unprofessional and, in some cases, rough and dangerous. `They seem to be warehousing people rather than caring for them,’ commented the former operations director of Mencap Martin Gallagher, after viewing our undercover footage.”

This is the best care that millions of charity dollars could afford? No money even for soap and diapers?

Mother Teresa’s entire attitude towards money seems rather odd. Apparently it is virtuous to give, as long as the giving is to the Catholic Church (and never even reaches the poor) and regardless of how the funds given were obtained. Charles Keating, a sort of Bernie Madoff of the 80’s, donated 1.25 million dollars to Mother Teresa in return for the respectability of being associated with her. When Keating was tried in 1992 Mother Teresa wrote to the court asking clemency for him. Hitchens reproduces her letter to the judge on p. 67. It it she says that Keating “has always been kind and generous to God’s poor” and asks the judge “to do what Jesus would do.”

One of the prosecutors wrote back to Mother Teresa explaining (just in case she did not know) that among those whom Keating defrauded may also be counted some of “the least of these” whom Mother claims to serve, including “a poor carpenter who did not speak English and had his life savings stolen by Mr. Keating’s fraud” (p. 69). He continued: “No church, no charity, no organization should allow itself to be used as salve for the conscience of the criminal.” He urged Mother Teresa to do the right thing: “Ask yourself what Jesus would do if he were given the fruits of a crime; what Jesus would do if he were in possession of money that had been stolen; what Jesus would do if he were being exploited by a thief to ease his conscience? I submit that Jesus would promptly and unhesitatingly return the stolen property to its rightful owners. You should do the same. You have been given money by Mr. Keating that he has been convicted of stealing by fraud. Do not permit him the `indulgence’ he desires. Do not keep the money. Return it to those who worked for it and earned it! If you contact me I will put you in direct contact with the rightful owners of the property now in your possession.”

Mother Teresa never replied.

So what can we make of all this? It is a shame that whatever good Mother Teresa may have done has been tainted by her exploitation of the very same people she made a show of helping. Perhaps we need to choose our saints a little more carefully.

It is easy to find superficial fault with Hitchens’ book. Its title, “The Missionary Position,” is juvenile. Its citations are sloppy. And Hitchens is no expert in the Bible or theology, so sometimes he gets things wrong, as when he says (p. 29) that Jesus broke the box of costly ointment on his own feet. But Hitchens’ antipathy towards religion in no way mitigates the testimony he presents from several eyewitnesses. The cynical use of the poor to promote either oneself or one’s church only gives ammunition to those who already find religion loathsome.

“So whenever you give alms, do not sound a trumpet before you, as the hypocrites do in the synagogues and in the streets, so that they may be praised by others. Truly I tell you, they have received their reward” (Matthew 6:2).

WHO DISCOVERED AMERICA?

As the seeds of herbs and trees are carried to distant places by wind and birds, so in ancient times mankind and culture spread over the world through the tides of great Indian and Pacific oceans. The Hindus were mighty navigators and pioneers of culture centuries before Columbus was born. They established their cultural empires in Java, Bali, Sumatra, Borneo, Philippines, Cambodia, Champa, Annam and Siam and ruled there until after the 14th century. Evan today Cambodia’s King bears the title of the great Varman rulers of India, and Bali has a Hindu Raja. Hindu migration to America was vigorous from the first to the twelfth century A.D.

Cambodia, the ancient Kamboja, was one of the earliest to receive the culture of India. The name of its river Me Kong was derived from Ma Ganga (mother Ganges). In the first century A.D. a Brahman called Kaundinya came to Kamboja from Kanchi, the capital of Pallava kings in South India, married the Kamboja Princess Soma and was elected king of the country. Champa, at present Vietnam, figures prominently in the story of India’s cultural expansion. Vietnam was the footboard for the pilgrims to America. A prince of Kalinga (Orissa) founded the Hindu State of Java in the first century A. D. Java is the ancient Yava Dveepa mentioned in the Ramayana and other Sanskrit texts. Bali Dveepa is still a stronghold of Hinduism. Borneo is the ancient Suvarna Dveepa or Sri Vijaya. On the Indonesian national flag still flutters our Garuda. From Angkor Vat to America Hinduism and its gods and temples have left their imprint. Siam was the centre of Hindu culture for centuries and boasts of rulers with names such as Rama, Praja Deepak and Dharmaraja. The same pioneers of culture who ruled such large areas in the Pacific for fourteen centuries also went to far off Mexico and Peru and established cultural empires.
Ship-building

Indian ship-building had developed at least 2000 years ago and according to Dr. Ekholm, Director of the Museum of Natural History in New York, and Dr. Robert Heine Geldern, there appears to be little doubt that ship-building and navigation were sufficiently advanced in southern and eastern Asia at the period in question to have made trans-Pacific voyages possible. As early as the time of Ptolemy in the second century A. D., Indian ships sailed to the Malayan Peninsula and Indonesia not eastwise but across the Bay of Bengal. In the third century horses were exported from India to the Malayan Peninsula and Indo-China on indication that there must have been ship of of considerable size.When the Chinese Buddhist scholar Fattein return from India around A.D. 400 he embarked on a ships which carried more than 200 sailors and merchants and which therefore must have been larger than the ships of Columbus and early Spanish explorers.””Ships of that size able to cross the Indian Ocean and the China Sea with their dangerous cyclones could certainly cross the Pacific as well.””According to French and British historians the Hindus excelled in the art of constructing ships and for centuries the British and the French borrowed from the Hindus many improvements in the naval architecture.
Only two authorities will suffice:

“”In ancient times the Indians excelled in the art of constructing vessels, and the present Hindus can, in this respect, still offer models to Europe, so much so that the English, attentive to everything which relates to naval architecture, have borrowed from the Hindus many improvements which they have adopted with success to their own shipping. The Indian vessels unite elegance and utility, and are models of patience and fine workmanship.”” (Les Hindus- P. 181).

“”Indian vessels are so admirably adapted to the purpose for which they are required that, notwithstanding their superior science, Europeans were unable, during an intercourse with India for two centuries , to suggest or to bring into successful practice one improvement.”” (Sir John Malcolm, Journal of Royal Asiatic Society, Vol. 1)
Astec Calendar

The fact that the Hindus were capable of sailing to far off countries like Mexico and Peru is proved by the official historien of Mexico, who in his book published by the Mexican Foreign Office.

“”Those who first arrived on the continent later to be known as America were groups of men driven by that mighty current that set out from India towards the east.””

The U. S. Ambassador Miles Poindexter states in his book The Ayar-Incas that primitive Aryan words and people came to America especially from Indo-Arya by the island chains of Polynesia. The very name of the boat in Mexico is a South Indian (Tamil) word: Catamaran.

After 17 years of research I can now claim to have proved my theory of Hindu colonisation of America. The stones in every corner of America speak of Hindu influences.

Let us begin with the Astec calendar known as the Astec Chakra of the Hindu Astronomers. It is the foundation stone of Hindu culture in America. The ancient Americans believe in the four Hindu ages (Yugas or cycles). This Astec calendar (of Hindu origin) depicts the Hindu ages of the world. Mackenzie, author of Myths of Pre-Columbian America, says, “”The doctrine of the world’s ages (Hindu Yugas) was imported into pre-Columbian America. The Mexican sequence is identical with the Hindus. It would be ridiculous to assert that such a strange doctrine was of spontaneous origin in different parts of old and new worlds.”” The very sculpture of the Sun in this calendar bears the imprint of India.
Game of Pachisi

Witness the complicated game of Pachisi as it is played in India and Mexico. Seventy years ago Edward Taylor pointed out that the ancient Mexican game of Patolli was similar in its details to the game of Pachisi played in India and the whole region of Southern Asia. “”It seems clear,”” he wrote, “”that the Mexican game must have come from Asia.”” Subsequently Stewart Culin showed that even the cosmic meaning of the Mexican game, its relation to the four quarters of the world and to the calendars ascribed to them was essentially the same as in Pachisi. Dr. Kroeber, leading anthroplogist of California, observes that “”the mathematical probability of two games invented separately, agreeing by chance in so many specific features, is very low. The close correspondence between the rules of the two games indicates a real connection.”” Dr. Kroeber however could not find more evidence to link India with America and decided to leave the issue unsolved expressing the hope that fuller and more accurate knowledge would some day solve the dilemma. Dr. Robert Heine Geldern, the famous anthropologist of Vienna, and Dr. Gordon F. Ekholm have now presented enough evidence to support the thesis that Americans had definite cultural links with the people of South-East Asia at least 2000 years ago.

The Lotus Motif

Their researches in the last three years support the theses. I presented 26 years ago in my book Hindu America. They begin with the lotus in India and Mexico. (Lotus is one of the most sacred symbols of India. Hinduism is essentially embodied in the lotus. One of the most frequent motifs of early Indian art is the lotus plant.) The same kind of lotus motif occurs in America at Chichen Itza (Mexico) as a border in the reliefs of the lower room of the Temple of the Tigers. “”It is certainly remarkable that in India as well as in Middle America, the rhizome, a part of the plant not normally visible because it is submerged and deeply buried in mud should have been the basic element of a whole motif and, moreover, be stylized in the same unrealistic manner as an undulating creeper.”” The two learned anthroplogists are definitely of the view that “” such a combination of highly specific details cannot be accidental. It suggests the existence of some kind of relationship between Maya art and not only Buddhist art in general but the school of Amravati of the second century A. D. in particular.””

The most obtrusive factor in the customs and beliefs of the Maya civilization according to experts is unquestionably Indian. Maya architecture bears unmistakable seal of Hindu architecture as you can see from the picture of Maya palaces and temples.

Atlantean figures appear in India in the second century B. C. They played an important role in Indian art and are found even on very recent Siamese temple. In America they can be seen at Thula in Central Mexico and Chichen Itza. Gods and ceremonial figures standing on crouched human figures are found in India from the second century B. C. onwards. In Central America they occurred in many Maya sculptures, especially at Palenque. From Sanchi to Central America the pattern is similar.

Those anthropologists who until yesterday completely denied any contact between ancient America and Asia are much perturbed today to find that their so-called ‘cross’ of Palenque (Mexico) is no longer a cross but an exact copy of the Hindu Tree of Life on Mount Meru (Sumeru), the mythological centre of the world. A representation of the Hindu Tree of Life is presented in a shadow play from Java. This depicts the Hindu celestial tree on Mount Meru. This Javanese specimen and the so-called Mexican cross have the same demonic figure in the centre and branches of the tree are clearly visible even to a layman. Javanese specimens are of course recent but the fact that the motif appears in an already highly conventionalised among the reliefs of Angkor Vat in Cambodia about the middle of the 12th century indicates that it must be of considerable antiquity. We find stairways flanked by serpent-balustrades in South-East Asia and Middle America. The use of half columns flanking the doors and of groups of small columns set in panels in characteristic of Cambodian architecture. Highly similar combinations appear in certain Maya buildings.

Common Ceremonial

Most of you in India are familiar with the Charak Puja ceremonial observed in Bengal and several States in South India. This Hindu Ceremonial also observed in Mexico historian call it the mexicon and peru. The Spanish Valador ritual. A relief of Bayon central temple of Angkor Thom in Cambodia represents a rite similar to the Mexico Valador. The use of parasol (Chhatra) is an age-old sign of royalty and rank in India, Burma, China and Japan. The Maya Astec and the Incas also used it as a sign of royalty. Frescoes of Chak Multum in Yucatan show two types of parasols both of which correspond to types still in use in South-East Asia.

In reading descriptions of the palace and court of the Astec emperors of Mexico, any one familiar with South-East Asia cannot fail to be reminded of the courts of Burma, Siam and Cambodia. The same applied to the form of government. Thus the institution of four chief officials in Mexico and Peru corresponds to the four ministers of state and Governors of the four quarters of the Kingdom in Hindu Buddist empires of South-East Asia. In both cases this institution is based on cosmological principles. This indicates similar pictorial story of the Hindu Buddist origins in the field of art, religious architecture, government, kingship, cosmology and mythology proves close cultural contacts between ancient India and countries of South-East Asia with the countries of Central and South America. Dr. Robert Gelern and Dr. Ekholm have come to the following conclusion:

“”The large number of highly specific correspondences in so many fields precludes any reponsibility of mere accidental coincidence nor would it help us to take refuge in any kind of explanation based on some alleged psychological laws. There is no psychologial law which could have caused the peoples on both sides of the Pacific to stylize the lotus plant in the same manner and to make it surge from the mouth of a jawless demon’s head, to invent the parasol and use it as a sign of rank and to invent the same complicated game (Pachisi). There is no explanation other than the assumption of cultural relationship. We must bow to the evidence of facts even tough this may mean a completely new start in our appraisal of the origin and development of the American Indian higher civilizations.””

The Ayar Rulers

The use of throne, the litre and of fans mounted standard like on long poles as insignia of rank and royalty in the countries of Central and South America bears the strong imprint of India. It may be observed here that the last Ayar ruler of Peru was carried in his palanquin on the day the Spaniards invaded Peru. His turban with the plume and his Mudra of the hand are unmistakable proofs of his Hindu origin. His four Ranis performed Sati after he was murdered by the Spaniards. A hundred Ayar rulers ruled Peru.

The Mexican national throne preserved in the National Museum of Mexico bears the typical Hindu Buddist disc of the Sun. The Mexicans also had the Hindu Simhasan (Lion throne). A scene of Buddha-Sangh as preserved in a relief temple in Java has its parallel in the famous pyramid temple in Piedras Negras, Guatemala. This is the finest piece of Maya sculpture in America. Is has no real incidence in Maya Arts history but it does have a remarkable similarity to a number of “”Life of Buddha reliefs”” of the Boro Budur in Java. There is no way of knowing what the subject matter of the American relief might be but the composition with the placing of the figures on several levels is very similar to the one in Java.

Images of Gods

India has the reputation to be the land of gods but Mexico, Guatemala, Peru, Bolivia and Honduras had more gods and richer temples than we had in India at any time. Shiva, Ganesha, Indra, the Sun, Hanuman, Vishnu and his tortoise incarnation (Kurma Avatar) were some of the Hindu gods worshipped in central and South America. I present to you the galaxy of our Gods preserved in the museums of America. Here you can see Shiva, Ganesha and even his rat from the Inca mythology in Peru, Ganesha from the temple of Diego Riviera in Mexico City, various images of Hanuman and Shiva from the Guatemala Museum, Shiva Linga from Vera Cruz in Mexico City. The Mexican Vishnu in spite of his Mexican features can be easily recognised from the mace (Gada) and Chakra that he holds in his two hands. The image of Vishnu’s tortoise incarnation preserved by the United Fruit Line in the museum at Quiragua, Guatemala, is the greatest puzzle for anthropologists. They have named this image as the Turtle Stone although any one familiar with Hindu mythology can see that it is Vishnu’s Kurma Avatar (Tortoise incarnation). Indra is preserved in the Mexican National Museum as well as Vaman Avatar called the Diving God. There are two images of this Hindu God, one from Bali and the other from Mexico.

Hindu Rituals

The largest temple in Mexico City was the temple of Lord Shiva, the War God of the Mexican whom the Spanish invaders found entwined by golden snakes. This temple was built in the 15th century and had 3000 Deva-Dasis to perform religious ceremonials. The Mexican temple had the Gopuram style. Here you see a reconstruction of the same after it was destroyed by the Spaniards. The temples at Tikal in Mexico also bore the imprint of our famous temple at Madura. No wonder E. G. Squire in his American archaeological researches in 1851 wrote:

“”It is believed a proper examination of these monuments would disclose the fact that in their interior structure as well as in their exterior form and obvious purposes these buildings correspond with great exactness to those of Hindustan and the Indian Archipelago.

“”Sir Stamford Raflles wrote, “”The great temple of Borobudur might readily be mistaken for a Central American Temple.

“”From child-birth to cremation and Sati the Astecs observed almost all Hindu rituals including the Gurukula system of education followed in India. The Incas of Peru with Ayar Brahman ancestry observed the sacred thread ceremony, the ear-piercing ceremony all other Hindu rituals and rigidly observed the caste systems of India. मैं विद्यानगर, बिलासपर, छत्तीसगढ़ का मूल-निवासी हूँ किन्तु विगत तीस वर्षों से अमेरिका में बसा हुआ हूँ.

हम प्रवासी भारतीय जिन विदेशों में बसे हुए हैं वहां की सरकार,शासन-प्रणाली व चुनाव -पद्धति आदि की तुलना स्वदेश याने भारत से हमारा करना स्वाभाविक ही है. और जब हम इस सम्बन्ध में अमेरिका की तुलना भारत से करते हैं तो दुःख के साथ कहना पड़ता है कि भारत को इन सभी चीजों में बेहद कमज़ोर पाते हैं. कभी किसी न्यौता-पार्टी में अमेरिकी मित्रों से राजनैतिक-चर्चा चल पड़ती है तो वे बड़े ही गर्व के साथ कह उठते हैं “हमारे देश (याने अमेरिका) का संविधान दुनियां का सर्वश्रेष्ठ संविधान है क्योंकि हमारे यहाँ कभी कोई सरकारें नहीं गिरतीं..यह सुनकर हम भारतीय अपना सा मुंह लेकर रह जाते हैं. काश ! हम भी उनके नहले पर दहला फेंकते हुए कह सकते कि “हमारे यहाँ (याने भारत में) ही कौन सी सरकार गिरी है ?” पर उनकी बातें सुनकर और हमारे देश में अक्सर गिरती सरकारों के बारे में जानकर एक तरह से हमारा सिर शर्म से झुक जाता है. भारतीय राजनीति के समाचार लाखों अमेरिकन भी टी.व्ही.-समाचार-पत्रों पर देखते-सुनते-पढ़ते रहते हैं.झारखण्ड राज्य में 9 साल में 8 बार मुख्यमंत्रियों की अदली-बदली होना भी बहुत से अमेरिकन जानते हैं. खैर, आइये भारत और अमेरिका के शासन प्रणाली का एक संक्षिप्त तुलनात्मक अध्ययन करें और यह जानने का प्रयास करें कि दोनों देशों की शासन-प्रणाली में अमेरिका क्यों श्रेष्ठ साबित होता है.

1 भारतीय संविधान 75 प्रतिशत से भी ज्यादा इंग्लैण्ड के संविधान पर आधारित है जहाँ की शासन-व्यवस्था “संसदीय शासन प्रणाली” है.तदनुसार भारत के वास्तविक शासक प्रधानमंत्री व राज्यों के वास्तविक शासक मुख्यमंत्री हैं. अमेरिकी संविधान “अध्यक्षीय शासन प्रणाली” पर आधारित है जिसमे देश के वास्तविक शासक राष्ट्रपति व राज्यों के वास्तविक शासक राज्यपाल होते हैं.
2 भारतीय-प्रधानमंत्री देश के किसी एक लोकसभा क्षेत्र या राज्य सभा के सदस्य के रूप में चुन कर आता है और आमतौर पर वह लोकसभा में “तथाकथित बहुमत प्राप्त दल” का नेता होता है. अस्तु भारतीय-प्रधानमंत्री अपने चुनाव-क्षेत्र और लोकसभा में बहुमत प्राप्त नेता हो सकता है किन्तु सम्पूर्ण भारत की जनता के बहुमत प्राप्त तो कदापि नहीं. (मात्र नेहरु, इंदिरा व वाजपेयी इसके अपवाद थे. दूसरे शब्दों में ये तीनो ही ऐसे नेता थे / हैं जो यदि अमेरिकी राष्ट्रपति की तरह चुनाव लड़ते तो भी सम्पूर्ण भारत का बहुमत हासिल कर सकते थे.) चूँकि प्रधानमंत्री देश का वास्तविक शासक होता है अतः उसे आम भारतीय जनता का ही बहुमत प्राप्त नेता ही होना चाहिए. जबकि अमेरिकी राष्ट्रपति सम्पूर्ण अमेरिकी जनता के बहुमतसे चुना जाता है.चूँकि वह सम्पूर्ण अमेरिकी जनता का ही बहुमत प्राप्त होता है अतः वह देश का सर्वाधिक लोकप्रिय “व्यक्ति व नेता” भी होता है. यही कारण है कि अधिकांश अमेरिकी राष्ट्रपति दुबारा भी राष्ट्रपति का चुनाव जीतते हैं और अपने दोनों कार्यकाल पूरा करते हैं.(अमेरिकी राष्ट्रपति का कार्यकाल चार वर्षों का होता है और इस पद पर कोई दो कार्यकाल याने 8 वर्ष से अधिक नहीं रह सकता.)
3 भारतीय राज्यों के मुख्यमंत्री भी किसी एक विधान- सभा क्षेत्रसे चुनकर आते हैं. और विधानसभा में “तथाकथित बहुमत प्राप्त दल” के नेता होते हैं.अस्तु वे अपने चुनाव-क्षेत्र व सदन के बहुमत प्राप्त नेता हो सकते हैं किन्तु अपने सम्पूर्ण राज्य की जनता के बहुमत प्राप्त तो कदापि नहीं क्योकि उस राज्य की जनता ने तो अपने बहुमत से उसे चुना ही नहींहै.झारखण्ड राज्य अपने जन्म के 9 वर्षों में ही 8 मुख्यमंत्रियों की अदली-बदली देख चुका है. मात्र इसलिए कि वहां के मुख्यमंत्री झारखण्ड की आमजनता के बहुमत प्राप्त नेतानहींहैं.अमेरिका केकिसी राज्य में 9साल में 8बार गवर्नर की कोई कल्पना भी नहीं कर सकता. सुना है कि “गिनीज़ बुक आफ वर्ल्ड रिकार्ड” में झारखंड में 9 साल में 8 बार मुख्यमंत्रियों की अदली-बदली

होने वाली बात दर्ज होने वाली है.

अमेरिकी प्रान्तों के राज्यपालों की अपने राज्य में बिलकुल वही स्थिति होती है जो देश (अमेरिका)

में राष्ट्रपति की होती है. चूँकि वे अपने सम्पूर्ण राज्य की जनता के बहुमत से चुने जाते है अतः वे अपने राज्य के भी सर्वाधिक लोकप्रिय “व्यक्ति व नेता” भी होते हैं.

4 भारतीय प्रधानमंत्री और राज्यों के मुख्यमंत्रियों को सदन में अपने दल या समर्थकों के बहुमत बनाये रखने की सदैव चिंता बनी रहती है ताकि उनकी सरकार बनी रहे. इस कोशिश में अधिकांश प्रधानमंत्रियों व मुख्यमंत्रियों को जब -तब अपनी “सरकार के शक्ति-परीक्षण” की अक्सर अग्निपरीक्षI भी देनी पड़ती रहती है जिसमें अधिकांश सरकार जलकर भस्महोजातेहैंजिसके ज़्यादातर दुष्परिणाम होते हैं देश या राज्य में अनावश्यक खर्चीले मध्यावधि चुनाव. चूँकि अमेरिकी राष्ट्रपति व अमेरिकी राज्यों के राज्यपाल प्रत्यक्ष जनता के ही बहुमत प्राप्त नेता होते हैं अतः वे सदन में अपने दलों के बहुमत बनाये रखने की चिंता से भी सदैव मुक्त होते हैं.यही कारण है कि आज तक अमेरिका में सरकारें गिरने पर कोई मध्यावधि-चुनाव नहीं हुए.सिवाय केलिफोर्निया प्रान्त में एक बार के. लेकिन वह मध्यावधि-चुनाव केलिफोर्निया में सरकार गिरने पर नहीं हुआ था.

अमेरिकी संविधान में राष्ट्रपति व राज्यपाल को”इम्पीचमेंट” (महाभियोग) द्वारा पदच्युत करने और “रीकाल इलेक्शन” याने संतोष जनक कार्य न करने पर जनता के द्वारा उन्हें उनके पद से वापस बुलाने के अधिकार की व्यवस्था है. अमेरिकी जनता ने समय-समय पर अपने इन अधिकारों का प्रयोग कियाभी है.कुछ वर्ष पूर्व केलिफोर्निया के पूर्व राज्यपाल “गवर्नर ग्रे डेविस” के कार्य से असंतुष्ट होकर केलिफोर्निया की जनता ने उन्हें गवर्नर पद से वापस बुला लिया था. इसके लिए मतदाताओं कोएक निश्चित संख्या में हस्ताक्षर करके सुप्रीम-कोर्ट में देना होता हैजो केलिफोर्निया की जनता ने दियेथे. उस मध्यावधि-चुनाव में गवर्नर डेविस ने भी चुनाव लड़ा थाकिन्तु वर्तमान गवर्नर श्वार्जनेगर विजयी हुए थे और ज़ाहिर है डेविस हार गए थे.

5 स्वतन्त्र-भारत के 64 सालों में 16 प्रधानमंत्री हो चुके हैं जिनमें से आधे दर्जन प्रधानमंत्रियों(नेहरू, इंदिरा, राजीव, राव, वाजपेयी व डॉ. सिंह को छोड़कर) कोई भी प्रधानमंत्री अपना एक कार्यकाल (पांचवर्ष)पूरा नहीं कर सका.शेष दस प्रधानमंत्रियों की सरकारें विभिन्न कारणों से कुछ दिनों, कुछ महीनो,या कुछ सालों में ही गिर गईं.सबसे “दीर्घकालीन-अल्पकालीन” प्रधानमंत्री मोरार जी देसाई थे जिनकी सरकार सवा दो साल बड़ी मुश्किल से चल पाई थी. तो इन दसों सरकारों के गिरने पर या तो देश में अनावश्यक-खर्चीले मध्यावधि-चुनाव हुए या फिर से “अल्प कालीन, मिली-जुली, खिचड़ी और कमज़ोर भारत-सरकार” बनी. असमय, अनावश्यक, मध्यावधि चुनावों में अब तक जितने धन बर्बाद हुए हैं उस धनराशि से देश में अब तक इतनी फैक्ट्रियां और उद्योग धंधे खुल सकते थे कि भारत के अधिकांश बेरोजगारों को वहां काम मिल गया होता. स्वतन्त्र अमेरिका के 235 वर्षों के इतिहास में

(कभी अमेरिका भी इंग्लैण्ड का गुलाम था और 4 जुलाई 1776 को उससे स्वतन्त्र हुआ था)यहांपर वर्तमान राष्ट्रपति बराक ओबामा को मिलाकर 44 राष्ट्रपति हो चुके हैं जिनमे से एक की भी सरकार नहीं गिरी है न ही देश में मध्यावधि-चुनाव हुए.दो पूर्व राष्ट्रपतियों (एंड्रू और क्लिंटन) को इम्पीचमेंट (महाभियोग) के द्वारा पदच्युत करने के प्रयास अवश्य हुए पर कुछ-कुछ मतों की कमी से दोनों हीबच गए और दोनों ही ने अपने-अपने दोनों

कार्यकाल पूरे किये थे. (ज़ाहिर सी बात है जिसे करोड़ोंअमेरिकियोंने अपनेबहुमत से अपना राष्ट्रपति चुना हो उसे कुछ सौ अमेरिकी सांसद निकाल भी कैसे सकते थे.) 44 राष्ट्रपतियों में से केवल एक को (निक्सन को वाटरगेट कांड में बदनाम होने की वजह से 1974 में )अपने पद से त्यागपत्र देना पड़ा था किन्तु उनकी सरकार फिर भी नहीं गिरी. उप-राष्ट्रपति फोर्ड ने राष्ट्रपति बनकर उनकी सरकार ज्यों कीत्यों सम्हाल ली थी. तबतक निक्सन अपना डेढ़ कार्यकाल (छः वर्ष)पूरा कर चुके थे.

6 भारत में आमचुनाव के दौरान भावी संभावित दो प्रधानमंत्रियों व दो मुख्यमंत्रियों के बीच प्रत्यक्ष जनता के सामने कोई “वाद-विवाद (डीबेट) या प्रश्नोत्तर प्रतियोगिता” आयोजित नहीं किये जाते..जैसे श्री लालकृष्ण आडवानी व डॉ. मनमोहन सिंह के बीच यदि प्रत्यक्ष जनता के सामने यह “डीबेट व प्रश्नोत्तर” हुए होते कि यदि वे प्रधानमंत्री बने तो देश को किस तरह से उन्नति के मार्ग पर ले जायेंगे. देश की अमुक समस्या जैसे बेरोज़गारी का वे किस तरह से समाधान करेंगे. तब आडवानी और डॉ. सिंह दोनों की “देश के समस्या-समाधान की योग्यता” भी जनता के सामने उभर कर सामने आजाती. इस “डीबेट व प्रश्नोत्तर” को सारा देश भी टी.व्ह़ी. पर देख सके – भारत में ऐसी कोई व्यवस्था नहीं है. भारत में कडुआ सच तो यह है कि यदि महाराष्ट्र के विधान-सभा में कांग्रेस को स्पष्ट बहुमत मिल भी गया है तो 30 -35 दिनों तक यह तय नहीं हो पाता कि वहां मुख्यमंत्री बनेगा कौन.चुनाव परिणाम आ जाने के बावजूद भी यहाँ सांसदों-विधायकों के खरीद-फरोख्त, मlन-मनौव्वल, दलबदलू आदि का धंधा चलते रहता है. इन सबके बावजूद भी सरकारें एक कार्यकाल भी पूरा नहीं कर पातीं. जबकि “अध्यक्षीय शासन प्रणाली” वाले देशों में किसी पद के दो प्रतिद्वंदी-प्रत्याशी ही प्रत्यक्ष एक-दूसरे के विरुद्ध ही चुनाव लड़ते हैं. और चुनाव -परिणाम आते ही उनमे से एक (बहुमत प्राप्त प्रत्याशी) के पद पाने की घोषणा हो जाती है. अमेरिका में राष्ट्रपति के चुनाव के दौरान दोनों प्रत्याशियों के बीच देश भर में कमसे कम तीन “वाद-विवाद औरप्रत्यक्षजनता से प्रश्नोत्तर कार्यक्रम” आयोजित किये जाते हैं.सामने बैठी हुई जनता के बीच माइक्रोफोन घूम रहा होता है और वे दोनों प्रत्याशियों से देश की समस्या-समाधान के सम्बन्ध में प्रश्न पूछते रहते हैं. यह “डीबेट और प्रश्नोत्तरकार्यक्रम” सारा अमेरिका

भीटी.व्ह़ी.पर देखता है. (मैंने स्वयं कई देखे हैं.उस दौरान एक मिनट के लिए भी टी.व्ह़ी.छोड़ने की इच्छा नहीं होती) इस “डीबेट और प्रश्नोत्तर” का देश में बड़ा ही गहरा असर होता है.जिस प्रत्याशी का पलड़ा इन डीबेटों में भारी होता है याने जो यह “वाद-विवाद और प्रश्नोत्तर प्रतियोगिता” जीतता है उसके राष्ट्रपति-चुनाव में भी जीतने की सम्भावना लगभग तय हो जाती है. पिछले राष्ट्रपति-चुनाव के दौरान बराक ओबामा ने अपने प्रतिद्वंदी जान मैक्केन को तीनो ही “डीबेटों और प्रश्नोत्तर” में हराया.ओबामा ने देश की समस्या-समाधानों के बड़े ही सटीक,सुन्दर और अकाट्य उत्तर दिए उनकी वाक-पटुता के सामने मैक्केन की बोलतियां बंद हो गईं.और बराक ओबामा काले होने पर भी अपने गोरे प्रतिद्वंद्वी और इस गोरे-गोरी बहुल देश में भी

देश के सर्वोच्च पद (कदाचित दुनियां के सर्वोच्च पद)

राष्ट्रपति का चुनाव जीत गए. वे अमेरिका के प्रथम काले रंग के राष्ट्रपति है.ठीक ऐसे ही “डीबेट व प्रश्नोत्तर” राज्यपालों के चुनाव में भी राज्यों में आयोजित किये जाते हैं. इन डीबेटों व प्रश्नोत्तर के माध्यम से प्रत्याशियों की प्रतिभा और पद के लिए योग्यता भी उभर कर जनता के सामने आ जाती है.वैसे इन डीबेटों-प्रश्नोत्तर प्रतियोगिता केकोई”हारजीत”परिणाम घोषित नहीं किये जाते.उन्हें देख-सुनकर स्वतः ही जनता को आभास हो जाता है कि किस प्रत्याशी का पलड़ा भारी था.अमेरिका में सारे देश में चुनाव-प्रचार का पलड़ा एक तरफ तो “डीबेट-प्रश्नोत्तर” का पलड़ा दूसरी तरफ (जो “चुनाव-प्रचार” से कहीं भारी ही) होता

है.

 

तो भारत-अमेरिका की चुनाव-पद्धतियों व सरकारों के उपरोक्त संक्षिपत तुलनात्मक अध्ययन से यह आभास तो हो ही जाता है कि “संसदीय शासन प्रणाली” की अपेक्षI “अध्यक्षीय शासन प्रणाली” कई गुना ज्यादा मजबूत और टिकाऊ होती है. “संसदीय शासन प्रणाली” अपनाये भारत में जहाँ 64 सालों में दनादन दस केन्द्रीय सरकारें व अनगिनत राज्य सरकारें गिरीं (झारखण्ड तो “सीमा लाँघ” चुका है जहाँ 9 साल में 8 बार मुख्यमंत्रियों की अदली-बदली हो चुकी हैं.) वहीँ “अध्यक्षीय शासन प्रणाली” अपनाये अमेरिका में 235 वर्षों में भी न तो एक भी केंद्र (राष्ट्रपति की)सरकार गिरी और न ही एक भी प्रान्त (राज्यपाल की) ही सरकार गिरी. भारत में अनगिनत सरकारें गिरने के कारण जहाँ मध्यावधि-चुनावों की भरमार है (दूसरे शब्दों में करोड़ों-अरबों-खरबों रुपयों की बर्बादी हुई) वहीँ अमेरिका के केलिफोर्निया प्रान्त में सिर्फ एक मध्यावधि-चुनाव हुआ है. वह भी इसलिए कि वहां के गवर्नर के तीन वर्षों के कार्यों से असंतुष्ट हो कर जनता ने उन्हें वापस बुला लियाथा (अमेरिकी संविधान के नियमानुसार).

तो संसदीय शासन प्रणाली अपना कर – दूसरे शब्दों में ब्रिटिश संविधान का पिछलग्गू बनकर हमने क्या हासिल किया ? तो उसके उत्तर हैं- (1) ज्यादातर अल्पकालीन प्रधानमंत्री और उससे भी ज़्यादा राज्यों के अल्पकालीन मुख्यमंत्री (2) मिली-जुली,खिचड़ी और कमज़ोर सरकारें (3) बारम्बार सरकारों के शक्ति-परीक्षण व बारम्बार मध्यावधि चुनाव (4) असमयी चुनावों में अपार धन व्यय (5) अधिकांश असंतुष्ट नेताओं द्वारा स्वयं की पार्टी का निर्माण व देश में राजनीतिक पार्टियों की भीड़ (6) हर साल किसी न किसी राज्य-सरकार का गिरना और वहां पर राष्ट्रपति शासन का लागू होना. विगत 64 वर्षों के स्वतंत्र भारत की राजनीति में बस यही हो रहा है.

हमारे एक मित्र एक देशभक्ति-पूर्ण फ़िल्मी गीत की पैरोडी सुनाया करते थे. पैरोडी पढ़कर ही आपको मूल गीत स्मरण हो आयगा-

“हम लाये हैं तूफान से किश्ती निकाल के

इस देश को रखना मेरे “बुड्ढों” सम्हाल के”

कडुआ सच भी यही है कि देश को बच्चे नहीं “बुड्ढ़े” ही सम्हालते हैं. 1977 में तत्कालीन जनता पार्टी के “बुड्ढों” ने अपनी सरकार बनाते ही महात्मा गांधी की समाधि के सामने देश को “अच्छी तरह से सम्हालने” की जो झूठी कसमें खाई थीं वह आज भी बहुतों को याद होगा. जब वे दो साल में ही अपनी कसमें-वादे भूल गए तो किसी ने उन पर एक अच्छा व्यंगात्मक लेख लिखा था “क्या हुआ तेरा वादा ओ कसम ओ इरादा”इस फ़िल्मी गीत की आगे की पंक्तियाँ हैं “भूलेगा दिल जिस दिन तुम्हे ओ दिन जिंदगी का आखरी दिन होगा.” और जिस दिन मोरार जी देसाई की जनता पार्टी की वह सरकार अपने कसमे-वादे पूरी तरह से भूल गई वही उसका आखरी दिन भी साबित हो गया.कोई सवा दो साल वह सरकार चल पाई थी. कदाचित वही सरकार देश भर में “अल्पकालीन सरकारों और मध्यावधि-चुनावों ” की बीमारी फैलाकर चली गई. शायद वही पहली गिरने वाली केंद्र-सरकार थी. ज़रा गंभीरता से सोच कर देखें. अब तक देश के केंद्र और राज्यों में अनगिनत सरकारें गिरने पर जो अनगिनत मध्यावधि-चुनाव हुए हैं, जिनमें करोड़ों-अरबों-खरबों रूपयेभस्म हुए होंगे. इस अपार धन से देश भर में इतनेसारे उद्योग-धंधे-फैक्ट्रियां खुल सकते थे कि उनमें देश के अधिकांश बेरोजगारों को अब तक काम मिल गया होता.वास्तव में मध्यावधि-चुनावों में अपार धन बर्बाद करके हम देश के बेरोजगारों के ही पेट पर लात मारते हैं.

लगता है देशभक्ति-पूर्ण गीत “हम लाये हैं तूफान से किश्ती निकाल के , इस देश को रखना मेरे “बच्चों” सम्हाल के” को गीतकार प्रदीप जी ने सचमुच कहीं बहुत गहरे पैठ कर ही देश के “बच्चों” याने आज की नई पीढी याने युवा वर्ग को ही संबोधित करके लिखा है. शायद उन्हें मालूम था कि भारत की नई पीढ़ी और युवा वर्ग ही देश में वह परिवर्तन ला सकता है जिसकी आज उसे ज़रूरत है. हमारे देश के नेताओं से उस परिवर्तन की आशा करना व्यर्थ है. (क्योकि हम अनेक प्रवासी भारतीय भारत के प्रायः सभी प्रसिद्ध और बड़े नेताओं को पत्र लिख-लिख कर और ई-मेल भेज-भेज कर थक गए है कि अब भारत से “संसदीय शासन प्रणाली” समाप्त किया जाय और आम भारतीय जनता के ही बहुमत से वहां के वास्तविक-शासक,जिन्हें फ़िलहाल प्रधानमंत्री और मुख्यमंत्री कहते हैं, चुने जायं किन्तु इनका उन पर कोई असर नहीं होता.)

हमारे संविधान-निर्माताओं को तब (1947-1950 में) यह अंदाज़ा नहीं रहा होगा कि यह “संसदीय शासन प्रणाली” आगे चलकर देश के लिए घातक सिद्ध होगाऔर सारे देश में यह एक दिन “अल्पकालीन सरकारों और मध्यावधि-चुनावों” की बीमारी फैला देगा. संविधान-निर्माताओं ने तो यह कल्पना भी नहीं की होगी कि देश के पिछड़े-वगों और पिछड़ी जातियों के लिए वे जिस आरक्षण की व्यवस्था कर रहे हैं उसे कालांतर में स्वार्थी नेता अपने “वोट-बैंक” में तब्दील कर लेंगे. अतः उन्हें (हमारे संविधान-निर्माताओं को) रंचमात्र भी दोष देना बेकार है. वर्तमान परिस्थिति और समय की मांग के अनुसार हर देश में और भारतीय संविधान में भी “संविधान-संशोधन” होते आये हैं. तो अब एक और क्यों नहीं हो सकता ? याने अब देश के “संसदीय शासन प्रणाली” को बदल कर “अध्यक्षीय शासन प्रणाली” भारत को अपना लेनी चाहिए.इस प्रणाली को अपनाते ही भारत के वास्तविक-शासक (जिसे फ़िलहाल प्रधानमंत्री कहते हैं और वह फ़िलहाल देश के मुट्ठी भर लोगों के द्वारा चुना जाता है) सम्पूर्ण भारत की जनता के बहुमत से चुना जायगा.देश के राज्यों के वास्तविक-शासक भी (जिन्हें फ़िलहाल मुख्यमंत्री कहते हैं और फ़िलहाल वे भी अपने राज्य के बहुत थोड़े से लोगों के द्वारा चुना जाता है) अपने सम्पूर्ण राज्य की जनता के बहुमत से चुना जायगा. जब भारत और उसके राज्यों के वास्तविक-शासक आम भारतीय जनता के ही बहुमत से चुने जायेंगे तो ज़ाहिर सी बात है कि वे सम्पूर्ण देश और अपने-अपने राज्यों के सर्वाधिक लोकप्रिय और बेदाग नेता होंगे. जब इन “वास्तविक-शासकों” को आम-जनता का ही बहुमत प्राप्त होगा तो वे सारी बुराइयाँ (सांसदों-विधायकों के खरीद-फरोख्त, दल-बदलू आदि का धधा) स्वतः ही समाप्त हो जायगा. याने गन्दी राजनीति की अपने-आप ही होलिका-दहन हो जायगी.

तो भारत के लाख-दुखों की सिर्फ एक ही दवा है कि – देश में सर्वथा असफल “संसदीय शासन प्रणाली” को जड़-मूल से अब उखाड़ कर यहाँ से इतने जोर से फेंक दिया जाय कि वह सीधे इंग्लैण्ड में ही जा कर वापस गिरे जहाँ से वह आई थी.और अब आम भारतीय जनता के ही बहुमत से देश और राज्यों के “वास्तविक-शासक” चुने जायं. चाहे उन पदों को आप जो भी नाम दें. और जैसा कि पहले कहा – हमारे देश के नेतागण तो इसके लिए कोई कदम उठाने या कोई परिवर्तन लाने से रहे. तो स्वयं अपने और अपने देश के सुनहरे भविष्य के लिए देश की नई पीढ़ी याने नौजवानों को ही कमर कसना होगा और इस परिवर्तन के लिए अपने भरपूर ताकत से आपको अपनी आवाज़ उठानी होगी.

महाभारत कालीन विद्वान, महान राजनीतिज्ञ महात्मा विदुर ने कहा था – “जो देश अपने विगत इतिहास से कुछ नहीं सीखते वे उसे दोहराने के लिए अभिशप्त होते हैं.” और हम अपने 64 वर्षों के स्वातंत्र्योत्तर भारत काविगत इतिहास” लगातार दोहराए-तिहाराए जा रहे हैं. और इसका सबसे मुख्य कारण है – हमने “संसदीय शासन प्रणाली” अपना रखा है. और इस प्रणाली का सबसे बड़ा दोष है – हम अपने देश व राज्य के वास्तविक शासक चुनने के लिए – “अंध-मतदान” करने के लिए बाध्य होते हैं. दूसरे शब्दों में आम भारतीय मतदाता को अपने देश व राज्य के “वास्तविक शासक” (जिन्हें फिलहाल प्रधानमंत्री व मुख्यमंत्री कहते हैं) चुनने का अधिकार ही नहीं होता. जबकि अमेरिका में प्रत्येक नागरिक का यह जन्मसिद्ध अधिकार है. और यह न्यायोचित अधिकार प्रत्येक भारतीय मतदाता को भी मिलना ही चाहिए.और सही अर्थों में यही सच्चा लोकतंत्र है.

Unbearable persecution upon Hindu minorities in Bangladesh by Quran loving people. Loot, molestation and rampage upon Hindu Temples and house hold after a provocation through loud speakers.

Reports came to us about tremendous torture upon Hindu minorities, loot, molestation and rampage upon Hindu Temples and house hold after a provocation through Miking in Comilla in Bangladesh. After Eid observation the Majority Muslim miscreants spranged upon the Hindu Minorities with all free Islamic provocations. All the political parties are silent rather enjoying.

On the morning (about 8 am) of Saturday on 3rd Sept, 2011, the Hindu residents of Bhani village of Debidwar upazill (sub district) of Comilla in Bangladesh saw an terrible incident of attack on Hindu minorities with some explanation of Quran ( 9.5  “So when the sacred months have passed away, then slay the idolaters wherever you find them, and take them captives and besiege them and lie in wait for them in every ambush, then if they repent and keep up prayer and pay the poor-rate, leave their way free to them; surely Allah is Forgiving, Merciful.”) through loud speaker and attacked seven separate households of Seven Hindu minority families declaring them Kaffir and bitch malaun ( Malauner baccha) in broad daylight for two hours and more.

Though the crude fundamentalists in BNP leadership like Masum Billah, Ex Chairman of the local council – Harun ur Rashid, Momin Member, Prof. Tajul Islam planned the strategy and attacked the Hindu minorities, the Pseudo Secular (actually pro Islamic)  Awami Police reached the spot very late to let the persecution finds perfection. In the meanwhile the violent Muslim mob 300 heads tried to molest the women of Hindu ‘Das’ and ‘Ghosh’ family, ruined nine houses, desecrated every Puja sthal ( worshop place with idols and deities) in 29 rooms, rampaged a Home Temple, snatched 30 mobile sets, robbed 7 TV sets, 3 Fridges, 6 DVD players, 25 lacs of Bangladesh Rupees, papers , cheque  and funds of Bhani Esha Multi Purpose Co-Op Society and one generator from Das family.

Severely shocked and injured Lovely Das said that all these happened through a provocation while she was tutoring her wards in the morning and could not apprehend the severity beforehand. “They entered in numbers in our house and frightened us with religious slogans like ‘Allah ho Akbar – Naraye Takbir’ etc., tried to touch us badly and snatched all the belongs kept open and ruthlessly beaten up my brother who protested to desecrate the Worship place by urinating” a non traumatized Srabonti Ghosh (name changed) narrated to the media very fearfully. Srabonti is only a student of 7th standard of a local school. The attackers were empowered with lethal weapons including fire arms.

The Sub Inspector of Debidwar Police station reached the spot late and commented their helplessness before a huge Muslim mass attacking the less than 50 Hindu populace. Actually the Reserve Police were sent to the area to rescue the Hindus along with the injured police constable Daru Mia and Sarwar.

It is reported that a rift between local BNP and Awami League factions in the area council election and some clash between the two groups resulted this big attack upon the Hindus, which has already set a routine persecution upon the Bangladesh minority Hindus as their ate in daily life.

At latest the perpetrators like Masum Billah, Harun ur Rashid, Momin Member and Tajul Islam are absconding and police has the failure to arrest a single one. It is belived that the tortured and victimized Hindus tried to get a shelter of Awami League and hopelessly the counter BNP scaled havoc upon them.

The recent happening inside the Bangladesh now a days after the recent Constitutional amendments upholding Islam as a State Religion of Bangladesh and Bishmilla-Rahamir-Rahim in the prologue of BD Constitution, is unbelievable.  Reports are not being covered by the BD Press and media in exactness.  These are nothing but an ongoing Talibani Persecution upon the Bangladesh Minority Hindus.

Corruption in the name of Mahatma Gandhi is a justifiable excuse?.The constitution of India provides that the Comptroller and Auditor General of India shall be appointed by the President by warrant under his hand and seal who shall not be removed from Office, except in the like manner and on the like grounds as a Judge of Supreme Court. The scheme of separation of accounts from audit was to be implemented in selective ministries e.g. communication, civil aviation, tourism, industries and civil supplies w.e.f April 1976, where the expansion regarding the expenditures and its audit was felt to be providing certain constraint and thereby resulting into the delay in implementation of the schemes at the relevant time. However by the gradual increase of the power with these ministries, the similar laxity in relation to the procedural safeguard was further provided the other ministries resulting into the defeat of the very purposes for which the office of the Comptroller and Auditor General was given the power through checks and balances. The effect of the aforesaid process has resulted in the departmentalization of union accounts enacted in 1976 and the transfer of personnel was given effect by the enforcement of the Act no 59 of 1976 from Indian Audit and Accounts departments which was earlier under the control of C.& AG to the newly formed department of Civil Accounts under the Controller General of Accounts under department of Expenditure ministry of Finance. In this manner the office of C& AG which was constituted under the scheme of the constitution of India to provide the restraint to the expenditure disproportionate from its own discretion by the relevant ministries was brought under the ministry of Finance and thereby giving the unbridle powers to the ministers and thereby overthrowing the constitutional mandate securing the safeguard over the whimsical expenditure. According to the legal opinion of the constitutional experts, the diversification of the financial powers to be utilised by the sole discretion of the bureaucrats without taking into consideration the Audit objections, which could have been made under the original constitutional scheme, was directly resulting into the notion of conferring the absolute power to the respective ministry. This was against the democratic, federal and republic set-up of our Constitution. The aforesaid concept of the parliamentarian democracy, providing the fraternity to an individual in preamble of the constitution, was an attack on its basic structure. This has led to an inadequate financial control which would have been benefited to the nation if such power were remained with C&AG in India That after coming over the constitution of India the Auditor General was designated as Comptroller Audit General of India under chapter V of the constitution. Now Quattro chi’s Red corner Notice was about to expire and proposed to come to an end without any action , or say due to inaction of Central bureau of investigation, the opinion was sought from Attorney General of India, his opinion was that it is not sustainable , as there is no warrant against this fugitive leaving behind the crime of Kickbacks in Bofors bribery case. The charge against him was of 200 Carore Kickback in finalizing the Bofors Deal Between Indian Govt. and Sweden Gun Company. This was two decade old Bofors Scandal. On the anniversary of the Babri Masjid demolition (December 6, 1992), it is important for Hindus (and Muslims) to understand the importance of the event in the context of Hindustan’s history, past and recent, present and the future. Savages at a very low level of civilisation and no culture worth the name, from Arabia and west Asia, began entering India from the early century onwards. Islamic invaders demolished countless Hindu temples, shattered uncountable sculpture and idols, plundered innumerable palaces and forts of Hindu kings, killed vast numbers of Hindu men and carried off Hindu women. We cannot expect the thieves in power to bring about change.   As someone said, perhaps only way to pass the bill now is to bribe them . Indian concerned and harassed with corruption that has seeped into the fabric of our country and has almost become a ‘Way of Life’. As supporters of Anna Hazare and his fight against corruption, we  know that Anna and  his version of the Jan Lokpal Bill are our only hope. Many of us were at the protest rallies and many of us wished we could be there. Work and life held us back from coming out and showing our support for Anna. Yet, we all want to do our bit in support of a Corruption Free India. Vesting jurisdiction over the length and breadth of the government machinery in one institution will concentrate too much power in the institution, while the volume of work will make it difficult to carry out its tasks.   Unanimous endorsement of the need for accountability of all public servants, including the contentious issue of inclusion of the PM, with a few caveats. ( No one is above the law, enforcing the rule of law).  An independent system for judicial scrutiny and standards.  An independent and strong institution to scrutinize corruption of public servants and issues, which require different administrative processes and organizational set-up. A mechanism to redress grievances of the common citizen. Whistle Blowers protection. An institution to tackle corruption of all elected representatives, including the Prime Minister (with some safeguards), Ministers and Members of Parliament and senior bureaucrats (Group ‘A’ officers) and all other co-accused including those in the private and social sector. The Lokpal will be financially and administratively independent from the government and will have both investigative and prosecution powers. Amending the Central Vigilance Commission Act to remove the single directive and empower the CVC to investigate corruption and take appropriate action against mid-level bureaucracy. To strengthen the existing Judicial Accountability and Standards Bill, that is currently before the Parliament, to ensure that the judiciary is also made effectively and appropriately accountable, without compromising its independence from the executive or the integrity of its functions. To set up an effective time-bound system for grievance redress for common citizens to make the government answerable in terms of its functions, duties, commitments and obligations towards citizens. The grievance redress structure would have decentralized institutional mechanisms going right down to each ward/block level, and would ensure a bottom-up, people centric approach so that complaints and grievances can be dealt with speedily and in a decentralized, participatory and transparent manner. It will integrate public vigilance processes like vigilance committees and social audits, and provide for facilitation for the filing of all grievances/complaints through the setting up of block information and facilitation centres in every Block (rural) and ward(urban) in the country.The grievance redress mechanism will be a three-tier structure consisting of grievance redress officers at the local level within the department, independent district level grievance redressal authorities and central/State level grievance redress commission. It will include and rationalize existing structures. To strengthen the existing Public interest Disclosure and Protection to Persons Making the Disclosure Bill, that is currently before the Parliament, to ensure appropriate protection of whistleblowers.  This includes preventing the arbitrary use of power and corrupt practices. The Lokpal was too simplistically ordained by the campaign as a solution to all varieties of corrupt practices in our lives. Corruption orientations by corrupt politicians Mr. Pranab Mukherjee, co-chair Mr.Shanti Bhushan gestures and symbolic assent – two  man took on the corrupt machinery of the government who are themselves corrupt in public life with deliberations and consultations With a vow to make India Corruption Free, Anna Hazare and his team of civil society activists have garnered support from all sections of society.  has  prepared an approach paper in consultations and discussion the logical end of a large middle class mobilization on corruption on NCPRI’s (National Campaign for People’s Right to Information) involvement with legislation to deal with corruption and arbitrary use of power, began with the demand for an RTI law in 1996. The Lokpal an interesting trajectory was flagged as a law that needed to be taken up along with the Whistle Blowers Bill to address the killing of RTI activists and establish accountability. After all this deliberations and discussions,  country will not be any farther than where we are.    If there is an iota of willingness to address corruption they would not engage in such a drama?  NAC, which is an extra constitutional body.  What has it done all these days on the political corruption, with so many serious charges on the ones in the Government itself.    it is the Government.  The Govt is using every tool to malign those who are contributing it will all sincerity?   Should not Ms. Sonia Gandhi  resign from the body before she gets involved in helping to bring change?

Marie Antoinette, the liberal and concerned queen of France, on seeing the poor and hungry masses demanding bread, said in a fit of charity — “let them eat cake”.
Member of the prestigious National Advisory Council (NAC) Jean Dreze surveyed the performance of the existing National Food For Work Programme (NFFWP) in July 2005 and concluded that the performance was “alarming”. The work guidelines were not being enforced, and the workers were not getting the minimum wage (only Rs 25 to Rs 30 a day). The major problem was with “muster rolls”. There was a lot of corruption, Dreze concluded.
To help provide cake to the needy, the UPA government introduced a replacement for the NFFWP in the form of the National Rural Employment Guarantee Act (NREGA). This act would right the wrongs of existing NFFWP programmes. Why would it right the wrongs? Because it would be implemented by committed experts rather than by corrupt government officials.
Given the lessons learnt from the failure of food-for-work programmes, the NREGA is seemingly a booming success. In April 2008, Phase 3 of the programme was introduced across 285 additional districts. With this addition, all the districts of India have been covered, and the government claims that 130 crore workdays were provided in 2007-08 at an average wage of Rs 75 per person, per day. Buoyed by this success, the NAC recommended, and obtained, an expansion of the NREGA programme to more than triple the 2007-08 allocation, to Rs 39,000 crore in 2010-11. Interestingly, the programme continues to be non-corrupt and as evidence, there is the fact that all the money allocated for 2010-11 has not been spent.
However, the government, and the NAC, are asking for more money to be spent on the NREGA. Is it the case that the poor are actually getting bread under the scheme? And how likely is it that after decades of poor implementation and corruption (recall that food-for-work programmes first started in 1973), Indian administrators have suddenly become efficient and non-corrupt?
As agreed by all, corruption is the number one issue facing the country. The biggest scam that the country has encountered, ever, is the telecom 2G scam, where rough estimates suggest that Rs 40,000 to Rs 50,000 crore were “lost”, disappeared into thin air, did not accrue to the government, etc. Thankfully, such scams come once a decade or less.
But the scams pertaining to national welfare schemes like the NREGA and the public distribution system of food (PDS) may annually be about the size of the 2G scam, if not more. I repeat — the flow of corruption money via operation of NREGA, PDS, fertiliser subsidy, kerosene subsidy, etc, may well be substantially in excess of Rs 40,000 crore a year, and well in excess of 1 per cent of GDP each year. This conclusion is not new — the late PM Rajiv Gandhi reached the same conclusion in 1985 when he claimed that only 15 per cent of the money meant for the poor reached the poor.
Future articles will look into the possible “leakages” in the PDS and other subsidy schemes. For the moment, the NREGA deserves a closer scrutiny. To date, all expert analyses of the NREGA programme have regurgitated the official ministry of rural development (MRD) data on the administration of the programme — presumably the same statistics that the NAC, Dreze and others use to conclude that the people, via the NREGA, are eating both bread and cake. Using these statistics may be akin to asking the accused to be the judge! Fortunately, there is data from outside of the MRD that can be used to test not only the veracity of the MRD claims, but also the efficacy of the old, much maligned (and rightly so) food-for-work programmes.
All of this is possible through use of the National Sample Survey for 2007-08 (July 2007 to June 2008). The following question was asked of all individuals in households covered by the survey: How many days in the preceding week did you work as a casual worker in a public works programme? The respondent days will be an upper-bound to the NREGA programme since there can be public works programmes that are not NREGA.
The results are the following. The government claims of 130 crore person days of work seem to be wildly exaggerated (interestingly, not dissimilar to the CAG claim that Rs 1.76 lakh crore were lost in the 2G scam, rather than the more realistic figure of Rs 40,000 crore). The NSS figure is 46 crore person days total and 38 crore in districts where the NREGA was operational. The NSS data can identify whether a household was poor or not according to the Tendulkar poverty line; the result — only 8.8 crore person days of the NREGA programme were availed by the poor.
One final statistic — for 285 Phase 3 districts, there was no NREGA between June 2007 and March 2008. Yet these districts had provided as much as 86 per cent of the workdays in non-NREGA programmes as was provided by NREGA after its implementation in April 2008.
A conservative estimate of the disappearance into thin air of money meant for the poor NREGA recipients in 2007-08 is about two-thirds of the money spent on the programme. Disappearance means money not accounted for by receipt, by the poor or the rich. It is unlikely that corruption in the NREGA has decreased in the last three years while having increased in all sectors of the economy. Which means that scam money in the NREGA, in just one year, 2010-11, is upwards of Rs 25,000 crore.

If not now ? If not you and I ?? Who?? But remember politics is a very hard and sustained work but is an opportunity, as a noble endeavour, to serve the people, society and the Nation
