Across the world, food riots are taking place.

Scientist and activist Vandana Shiva explores whether the future will be one of food wars or food peace. She argues that the creation of food peace demands a major shift in the way food is produced and distributed, and the way in which we manage and use the soil, water and biodiversity, which makes food production possible.

India’s sharp-shooter granny

India’s sharp-shooter granny fighting male domination

By Suhail Haleem BBC Urdu

Parkaso Tomar’s family members initially made fun of her passion for shooting

At first glance there is nothing remarkable about Parkaso Tomar, a hardy 70-something woman who has spent most of her life working in the fields and tending to cattle in a small north Indian village.

Until of course she picks up a gun and fires a volley of shots, all bang on target.

She is the “shooter granny” of Johri village in Uttar Pradesh, a northern province infamous for honour killings and female foeticide. Not the best of places for girls to grow up.

This is where Parkaso Tomar has become an unlikely role model, inspiring a new generation of female shooters ever since she picked up a gun for the first time.

And that was well after she had turned 60.

I defeated an officer of the rank of Deputy Inspector General (DIG) of police in Delhi.”

Since then she has silenced her opponents, both on the shooting range and in the local community, with unwavering commitment and zeal. On the way, she inspired her daughter Seema to become the first Indian woman to win a medal at the Rifle and Pistol World Cup.

Aiming high

It was destiny’s calling that took Parkaso and her much older sister-in-law to the shooting range in Johri, a pretty basic facility in the middle of a sprawling courtyard where poor village children practise for hours in the searing heat.

“I got my granddaughter admitted here, but she said she was afraid of coming alone so I started accompanying her. Then one day I picked up a gun and fired a shot, and it was quite good. So the coach said I should start practising and that I had the potential to be good.”

And then it became a passion.

“In the evenings I would come to the range and fire some shots,” she recalls.

The trophy cabinet in the Tomar household is healthy with shooting recognition

“But even at home or while working in the fields, I would find something – a jug of water or a stone – and keep practising as if I were holding a gun.”

Coach Farooq Pathan played a crucial role in helping the two grandmothers hone their skills.

“They were both very observant and picked up a lot just by watching other kids practice.

“The grannies were so good, a lot of the regulars stopped turning up at competitions to avoid being humiliated at the hands of a woman.”

‘Outlaws’

In these parts, a woman’s voice is seldom heard and rarely respected. So, when Parkaso became a regular at the range, boldly going where no woman her age had gone before, she faced ridicule every inch of the way.

“Everyone poked fun at us, but my sister-in-law and I paid no heed to them. Some would say: ‘Now she will follow her son into the army. What are they trying to do? Become outlaws?'”

The grannies are so much older than us, so we thought if they can do it, why can’t we?”

Neetu Solanki International shooter

But the grannies were made of sterner stuff, never losing sight of their goal.

“We wanted to do something useful with our lives and show everyone what we were capable of – that we could excel despite our age. I was simply hooked to the sport. We were so focused that we defied all odds, beat the disadvantage of age and took part in competitions across the country.”

Even now, at the age of 75, Parkaso shoots with a steady hand and a piercing gaze.

And all this while the loose cloth she covers her head with flutters around in the air, only to be pulled tightly around the waist and tucked into her skirt every now and then.

The grannies may be shooting away to glory but local traditions and customs still have to be followed – covering your head with a scarf all the time is one of them.

At the Tomars’ freshly-painted home, the spoils of her success adorn one of the walls. Scores of medals jostle for space with dozens of sparkling trophies.

Game changer

Success for the ladies of the house started a mini-revolution in the village.

“Even the men in our family were poking fun at us initially, but when they read about our achievements in the papers and when we started bringing home medals, they said: ‘Practise as much as you want, and do it openly.’ And others who used to make fun of us would say to their wives: ‘You cook at home and work in the fields, but look at them, they are famous!'”

Parkaso says that the women’s shooting success inspired a mini-revolution in the village

For Parkaso, her first victory was the sweetest.

“I defeated an officer of the rank of Deputy Inspector General (DIG) of police in Delhi. When he was leaving, someone said: at least get yourself photographed with granny.’

“The DIG said: ‘What photograph, I have been humiliated by a woman.’

“Then my coach said to him, ‘you have been humiliated by the scorecard, you have been shooting all your life, she took to the sport only two years ago!'”

But medals or no medals, life at home never changed for the grannies.

“There would be a huge mound of cow dung waiting for me to take care of – it is used as fuel in these parts. We never gave up our household responsibilities, taking care of the animals and all the chores.”

Inspired young

Parkaso takes great pride in her achievements, but having inspired the young makes her the proudest.

Outlook

  • Outlook tells extraordinary personal stories from around the world.
  • It is broadcast by the BBC World Service

Neetu Solanki is one who swears by Parkaso. She too is an international shooter, having represented India at competitions in Hungary and Germany.

“The grannies are so much older than us, so we thought if they can do it, why can’t we?,” says Neetu.

“They showed us the way and now shooting has changed the lives of so many of us. Some have found jobs with the army, and the exposure to life outside the village is changing our worldview.

“When young girls say if Granny can do it, why can’t we? I say to them: work hard and keep your chin up and you will go places.”

This is a male dominated society, a female child is not always welcome. But thanks largely to granny Parkaso, young girls and boys stand here shoulder-to9shoulder, punching holes in paper targets, and unprogressive mindsets.

Chapter 9: Propagation of ‘Dravidian’ Christianity

Since 2000, the St Thomas Dravidian Christianity hoax has been taken to the public square of Tamil Nadu and has received support from international forces that are tangibly hostile to India. This chapter traces this development through a series of conferences that served to forge close collaborations between India-based and foreign-based interests. Fig. 9.1 shows the major milestones these collaborations have achieved thus far, which are as follows:
• All caste problems in Tamil Nadu were blamed on a Brahmin-Aryan conspiracy and Dravidian Christianity was offered as the solution.

• Once caste was explicitly conflated with race, proponents of Dravidian Christianity wrote to the Durban anti-racism conference that India was the mother of international racism.

• Propaganda materials were published declaring India as a Dravidian Christian nation.
• American evangelicals began to exploit the opportunity to evangelize the Tamil diaspora by establishing a positive association between the Dravidian identity and Christianity.
• Conferences in 2007 and 2008 went several steps further by claiming that Dravidian mysticism, literature, sculpture, and dance were really manifestations of Christianity and were rooted in the work of St Thomas.

These developments will be elaborated in this chapter.

2000: Seminar on ‘Dravidian Religion to Eradicate Casteism’

The Institute of Asian Studies under John Samuel has transformed itself into a nodal point for promoting Deivanayagam’s thesis. In 2000, Deivanayagam and the Institute organized a seminar in Chennai with an innocent-sounding goal: How to eradicate caste and religious clashes in India, and restore India’s peace and social harmony. It was heavily attended by Dravidianist political leaders and served as a watershed event to cement the relationship between Dravidianism and Christianity. The seminar ended with a declaration that may be summarized as follows:
1) Dravidians should realize their historical greatness if they want to free themselves from the ongoing Aryan oppression. They should shed off their inferiority complex by realizing their universal spiritual excellence, which can be traced through historic evidence.
2) When Dravidians are called upon to declare their religion, they should opt to declare it as ‘Dravidian Religion’ or by some other acceptable term, which has a historic basis. They should shun Hinduism, which has been harmful for the great Dravidian identity[i].

2001: India Declared the Mother of International Racism

At the United Nations World Conference against ‘Racism, Racial Discrimination, Xenophobia and Intolerance,’ held in Durban, South Africa, activists continued to develop the theme that a conspiracy by Hinduism, Brahmins, and Aryans was responsible for virtually every social problem worldwide. Deivanayagam and his daughter Devakala distributed their book, titled International Racism is the Child of India’s Casteism. [ii]

.  They explained their conclusions as follows:
• Sanskrit came after Christianity, and it was created by Dravidians (p.9). William Jones was fooled by the similarity between Sanskrit and Greek/Latin into thinking that it was ancient. (p.10)
• Thomas brought early Christianity to India, but the crafty Brahmins, particularly Adi Sankara, perverted it by introducing casteism into it. (p.15)
• Racism was originated by the Aryan Brahmins of India, and it penetrated Christianity, which was already under the control of White Europeans. This happened because the Europeans were made to believe that they were also Aryans by race. (p.14)
The conflation of Aryans and/or Brahmins with the Whites, and of Dravidians with the Blacks, has deepened and merged with the Afro-Dalit movement that conflates Dalits with Africans. The mission of this movement is to bring together Dravidians and Dalits, representing them as the oppressed ‘Blacks’ of India. This will be explained further in chapter twelve.
Deivanayagam’s book called on the UN to put an end to racism everywhere in the world. Though an altruistic demand, his methods primarily consist of a vicious attack on a core Hindu institution: the Shankara Mutts. These are monastries established in the ninth century CE by the legendary Shankara, a South Indian saint. Although these four Matts or religious institutions are located geographically in the four corners of India and are heralded as a symbol of India’s cultural unity, Deivanayagam attacked them as the historical source of all racism ‘throughout the world’, demanding their closure.
“To eradicate racism from the world, casteism should be removed from India. As casteism is linked with manipulated religious beliefs, hereditary privileges and rights given to religious heads i.e., Sankara Mutts should be removed. When hereditary privileges given to religious heads will be removed India’s casteism will be abolished. When casteism will be abolished from India, racism will be eradicated from the world. If this does not happen . . . it will not only maintain racism throughout the world, but also it will spread the cancer of casteism all over the world by manipulated religious beliefs and will destroy world peace.” [iii]

In another pamphlet, Deivanayagam explains that:
Aryan Brahmins captured the religions of the Dravidians, namely, Buddhism, Jainism and Vaishnavism. They took the monotheistic concept of Saivism and Vaishnavism from the Bhakthi movement of Tamil Nadu and twisted it into monism (I am God); thereby claiming that Brahmin is God. . . . The Brahmins established Sankara Mutts in the 9th century AD all over India to maintain racism and casteism . . . [iv]

2004: ‘India is a Dravidian Christian Nation, and Christians Made Sanskrit’

In 2004, Devakala published a 400-page guidebook for field missionaries and evangelical institutions, titled India is a Thomas-Dravidian Christian Nation . . . How? [v] The book is filled with hatred such as:
Dravidian rulers were cunningly cheated by Aryans through women, diabolic schemes, drugs, and denial of education. The idea of ‘Aham Brahmasmi’ was another evil atheist idea brought by Aryans. Originally Aham Brahmasmi meant ‘God is in me’ but Shankara cunningly twisted it as ‘I am God’. [vi]
The book makes some ridiculously misinformed claims in the question-answer section meant for training missionaries, such as:
Question: What is the period of Sanskrit?
Answer: Sanskrit belongs to 150 CE. It originated after Jesus.
Question: What seven languages form Sanskrit?
Answer: Tamil, Pali, Hebrew, Greek, Latin, Persian and Aramaic.
Question: Who created Sanskrit language?
Answer: Thomas Christians created Sanskrit language. The purpose of Sanskrit was to help spread Christianity to other parts of India where Tamil was not spoken. [vii]

India Constitution Ammendment proposal 01

AyodhyaPrasad Tripathi to me, Rajendra, Sudhakaran, A, atcptrivedi, L, Mukul, OurGreatIndia-., Bala

Thank you Shri Suresh Vyas Ji for giving me opportunity to suggest some amendments in the Indian Constitution.

My first most important proposal is abolition of Article 29((1) of the Indian Constitution. It stipulates,

Indian Constitution,

URL: http://www.constitution.org/cons/india/p03029.html

“PART III

“FUNDAMENTAL RIGHTS

“Cultural and Educational Rights

“29. Protection of Interests of Minorities-(1) Any section of the citizens residing in the territories of India or any part thereof having a distinct language, script, or culture of its own shall have the right to conserve the same.’’

The one of the real meanings of CULTURE as mentioned in Webster Dictionary is, ‘ the customary beliefs, social forms, and material traits of a racial, religious, or social group’

The reasons:

We, the Vedic Panthy victims of Malegaon and other mosques bomb conspiracies, are minority among minorities of the world. Our President, Judges and Governors have taken oath to defend us. [(Articles 60 and 159 of the Indian Constitution). Our Vedic Sanaatan Dharm has to be upheld by the judges. (The Indian Constitution as per Schedule III forms IV and VIII)]. Our Vedic culture, Gurukul system of education, Sanskrit language and Devnagari script are on the brink of extinction. Still there is no Institution since Jan 26, 1950 to defend Vedic Sanaatan Dharm.

Whoever would become President or Governor, s/he would take oath to defend the very predator and pirate Indian Constitution, which has been compiled to conserve the dreaded cultures of the so-called minority Muslims and Christians, who are the biggest and the second biggest population of the world.

The perpetrators of Islamic terror and Christianity’s Mission are inflamed with violent and racist doctrines, which are, ‘Fight them until persecution is no more and the Religion of Allah reigns supreme.’ (Koran 8:39) and “But those enemies of mine who did not want me to be king over them bring them here and kill them in front of me.” Bible, Luke, Chapter 19 Verse 27. Both have agenda, and Hindus are ignorant of it. They have been created to reduce human beings into dinosaurs. Why should we allow such Indian Constitution survive, which has provided unfettered fundamental right to Muslims and Christians to slay us as per Article 29(1)?

Rulers, Judges, Governors, Leaders, reformers, saints, Media, Islamic and Missionary politicos and clerics are purposely deceiving humanity. The truth is not hidden, nor is it hard to find. Media is scared, clueless, and willfully ignorant at the cost of human eradication. Good Muslims and Christians would continue to wage Jihad and Mission until we stop them by eliminating their means and motivation. Means is petro dollars and Missionary funds and motivation is Koran and Bible. (Koran 8:39) and (Bible, Luke 19:27). Non-violence is imposed upon Aryans only through [Article 29(1) of the Indian Constitution] and Sections 196 and 197 of the Criminal Procedure Code.

My second most important proposal is revival of Article 31 of the Indian Constitution.

The fundamental Right to Property provided vide Article 31 of the Indian Constitution could not be snatched even by the Britons and the Constitution Committee. This Article 31 was amended by the dacoit Parliamentarians and upheld by the apex Court. Now the Article has been omitted from the Constitution since 20-06-1979.

Government is meant for protecting life and property of the citizens. When the Government itself would kill and rob the citizens, who would save the citizens? As such, the Article 31 needs to be revived.

My third most important proposal is abolition of Article 39(c) of the Indian Constitution. It stipulates,

Indian Constitution

DIRECTIVE PRINCIPLES OF STATE POLICY

“39. Certain principles of policy to be followed by the State – The State shall, in particular, direct its policy towards securing –

(c) that the operation of the economic system does not result in the concentration of wealth and means of production to the common detriment;”

In Aryans’ kingdoms Macaulay could not find a single thief or beggar until 1835 A.D. In Democracy every one is thief and beggar.

Autocracy of Sonia, by Sonia and for Sonia

There is no Democracy in India. This is an autocrat Rome Rajya of Government of Sonia, by Sonia and for Sonia. Don’t agree? Here you are:-

President Pratibha Patil is nominated by Sonia. Every Governor of State is nominated by Sonia. Every chief minister of congress majority states is nominated by Sonia. Now Sonia has nominated PM Manmohan too.

Governors are not elected by people of the State in which the Governors rule. Yet they can topple even any non-congress Government elected by the people of the state.

The Indian Constitution has been compiled by the Britons’ Congress Party in retaliation and to settle vendetta for opposing British rule amongst other reasons. The fraud and guide, supporter and protector of usurpers, assassins, and rapists Indian Constitution says,

IN OUR CONSTITUENT ASSEMBLY this twenty-sixth day of November 1949, do HEREBY ADOPT, ENACT, AND GIVE TO OURSELVES THIS CONSTITUTION.

This is fraud. The people, who compiled the Constitution, were not elected by the people of Bharat after transfer of power by Jesus. First election of MPs held in 1952. No referendum or plebiscite was ever arranged to obtain the consent of the people about body of the Indian Constitution. Then how the people of Bharat enacted, adopted and given to themselves this guide of usurpers, murderers, rapists, secession mongers etc.?

We are innovative people of Bharat. Aryavrt Government and Abhinav Bharat have the audacity to ask as to why should Christianity and Islam survive on the earth? This is the big adventure that we have formed Aryavart government. Thus, we challenged the Sonia’s Rome Rajya. Like Banda Bairagi, Ten Gurus of Sikhs, Guru Gobind Singh’s sons, brothers Mati and Sati Das, we are being persecuted by Sonia. The worse thing is that today, we are not being tortured by Muslims, but by those people for protecting whose life, culture, property and women, we are fighting.

http://www.aryavrt.com/salvage-vedic-culture

The salient features of the whole Democracy are very perplexing. The eradication of Vedic culture, elimination of Bharat from World map and rape of women has purposely been linked with the sustenance, power, pelf and financial status of a public servant. If a public servant wishes to serve, the public servant has to get slain. Those responsible for protecting and informing the subjects have given priority to their financial well being over protecting their people, their own culture, their own infants, their own lives and chastity of their own women. We were promised Ram Rajya and ended with Rome Rajya. We fought for independence and ended with the servility of Sonia. Do you not feel horrified?

Plundering the possessions of the citizens is not considered crime but has become integral part of the duties of public servants stipulated by the Article 39(c) of the Indian Constitution. The public servants are supporters of minorities in the conservation of their culture of murder, plunder, incest and rape of women as such are digging their own graves. So long as the public servants loot citizens, there is nothing bad. The dispute arises when the public servants do not share the booty with Pratibha and Antonia Maino and their tools and vassals.

For sustenance, power and pelf a public servant, legislature and PM has to depose faith and allegiance in the dreaded predator and pirate Indian Constitution as per Schedule III in various forms. A high court and apex court judge has to take oath to uphold the Indian Constitution as per Schedule III forms IV and VIII. Governors take oath to defend the Indian Constitution as per Article 159. Governors and Judges, who administer oath to each other, have no choice. Either one has to leave one’s dignity, right of life and property and freedom or one’s  sustenance.

No voter can change Articles 29(1) and 39(c) and no voter can claim restoration of Article 31 of the Indian Constitution. Thus, one votes to decide as to who would plunder one? Whether Atal or Mulayam or Rahul or Antonia Maino? One accepts through electoral process that every Muslim and Christian shall retain right to convert, rape women of alien faith, plunder and murder aliens. Still the Muslims and Christians would remain nationalist, merciful, and secular! Socialism of Carl Marx has already gone to hell. Now is the turn of Christianity and Islam.

Yours faithfully,

Ayodhya Prasad Tripathi, (Press Secretary)

Pakistan in Pieces : Imperial eye punishing Pakistan and Challenging China by Andrew Gavin Marshall « Dandelion Salad

Conclusion

It would seem, then, that the true cause of chaos, destabilization, and war in Pakistan is not the Orientalist perspective of Pakistanis being the ‘Other’: barbaric, backwards, violent and self-destructive, in need to ‘intervention’ to right their own wrongs. Following along the same lines as the dismantling of Yugoslavia in the 1990s, the destabilization of Pakistan is aimed at wider strategic objectives for the Western imperial powers: namely, the isolation of China. While Pakistan has long been a staunch U.S. puppet regime, in the wider geopolitical context of a global rivalry between the United States and China for control of the world’s resources and strategic positions, Pakistan may be sacrificed upon the altar of empire. The potential result of this strategy, in a country exceeding 180 million people, armed with nuclear weapons, and in the centre of one of the most tumultuous regions in the world, may be cataclysmic, perhaps even resulting in a war between the ‘great powers.’ The only way to help prevent such a potential scenario would be to analyze the strategy further, and expose it to a much wider audience, thus initiating a wider public discussion on the issue. As long as the public discourse on Pakistan is framed as an issue of “terrorism” and the “War on Terror” alone, this strategic nightmare will continue forward.

As the saying goes, “In war, truth is the first casualty.”

But so too then, can war be the casualty of Truth.

The only cure for Qadianis (Ahmadis): Al Jihad Al Jihad…

Aalmi Majlis Tahaffuz Khatm-e-Nubuwat calendar, 2010

On June 10, 2011, the All Pakistan Students Khatm-e-Nubuwat (End of Prophethood) Federation issued pamphlets branding members of the AHMADIYYA SHIITES, CHRISTIANS and HINDUS community as “wajib-ul-qatl” (obligatory to be killed). The pamphlet, circulated in Faisalabad District of Punjab Province, read, “To shoot such people is an act of jihad and to kill such people is an act of sawab (blessing).”

On June 13, 2011, reports revealed that terrorists were chalking out a plan to attack prominent members of the Ahmadi and non sunni community in the country, starting from Faisalabad. Sources in the local Law Enforcement Agencies also revealed that different terrorist outfits have joined together in this mission and had initiated the campaign with the distribution of pamphlets and organization of meetings in local seminaries against the Ahmadis, claiming that the Ahmadi citizens of the country were involved in conspiracies against Islam and Pakistan.

There is little that is new here. According to partial data in a report titled, The Persecution of Ahmadis and non-sunni  in Pakistan during the Year 2010, 203 Ahmadis (no mention of how many Christians and hindus, Shiites) have been killed since 1984, ninety-nine of these during 2010 alone. It was in 1984 that the then military ruler General Zia-ul-Haq promulgated the anti-Ahmadiyya Ordinance XX which added Sections 298-B and 298-C to the Pakistan Penal Code. Through this ordinance, the religious rights of Ahmadis were directly curtailed: Ahmadis could be imprisoned for three years and fined an arbitrary amount for ordinary expression of their faith. In addition to prohibiting them from proselytizing, the ordinance expressly forbade them from certain religious practices and usage of Islamic terminology. This ordinance effectively makes a criminal out of every Ahmadi by including the broad provision of “posing as a Muslim” a cognizable offence, giving the extremists a carte blanche to terrorize Ahmadis with the backing of the state apparatus.

Since 1984, the number of attempts to murder Ahmadis stands at 234. 119 incidents of violence targeting Ahmadiyya Mosques were also reported over this period. 3,816 faith related Police cases have been registered against Ahmadis, including 434 cases for ‘posing’ as Muslims and 298 under the country’s extreme blasphemy law, which carries a mandatory death sentence.

In the most lethal attack targeting Ahmadiyyas, at least 86 worshippers of Ahmadiyya community were killed and 98 severely injured in a suicide attack at Darul Zikr and Baitul Noor mosques in Model Town and Garhi Shahu areas of Lahore District in Punjab Province on May 28, 2010. Later, claiming responsibility for the attack, the Tehreek-e-Taliban Pakistan (TTP) congratulated Pakistanis for the attacks and called people of the Ahmadiyya and Shia communities “the enemies of Islam and common people” and urged Pakistanis to take the “initiative” and kill every such person in “rage”. An elderly (Ahmadi) doctor who witnessed the attacks said, “Prior to the event, we had written several letters to the Punjab Government regarding threats from TTP, Lashkar-e-Jhangvi and Sipah-e-Sahaba Pakistan (SSP). The Punjab Government’s reaction was to ignore this or do nothing at all.” Significantly, no more than two Policemen were stationed at the Model Town mosque and four at the Garhi Shahu mosque, despite clear and repeated warning from intelligence agencies that Ahmadis were now a priority target of terrorists.

The radicalized media in Pakistan openly provokes violence against the Ahmadis. On September 7, 2008, for instance, the host of the religious talk show Alim Online, Liaquat Hussain declared the murder of Ahmadis to be obligatory (wajib-ul-qatl) according to Islamic teachings. Hussain stressed this several times, urging fellow Muslims to “kill without fear.” Within next 24 hours, two persons belonging to the Ahmadiyya community were killed in Mirpurkhas District of Sindh Province. Unsurprisingly, no arrests were made and the Police registered the killers as ‘unknown’.

Describing 2010 as a particularly bad year for minorities, the Annual Report of the Human Rights Commission of Pakistan (HRCP) released on April 15, 2011, highlighted a growing spread of hate literature and noted that it had monitored mainstream Urdu newspapers. To identify 1,468 news articles and editorials promoting hate, intolerance and discrimination against Ahmadis in 2010. The monthly Persecution Report for March 2011 stated that the figure of hate literature increased from 1,033 news items in 2008, to 1,116 items in 2009. For instance, Ilyas Chinioti, a member of the mainstream political formation, the Pakistan Muslim League-Nawaz (PML-N), who visited Bangladesh as a lecturer on the “End of Prophethood” in 2005, condemned the Ahmadiyyas as the deviant sect. On January 14, 2010, he was quoted by Daily Ausaf as stating, “Qadianis (Ahmadiyas) are rebels of the country and the millat (Islamic society).” On September 7, 2010, Daily Nawa-i-Waqt, a competitor of the Daily Ausaf in obscurantism, quoted Maulvi Faqir Muhammad, a maulvi in Faisalabad District, declaring, “The penalty of death for apostasy should be imposed (on the Ahmadiyyas).”

Historically, the Pakistani establishment has played a pivotal role in creating challenges for the country’s minorities. The militarization of Pakistan, the instrumentalisation of Islam for politics, and the radicalization of an already weak civil society has inflicted cumulative wrongs on minority communities. It is within this broad trend that the political history of Pakistan gives a startling account of the marginalization of the Ahmadiyya community who, on September 6, 1974, were declared a ‘non-Muslim minority’ by the Pakistan National Assembly.

For more than five decades, Ahmadis, who differ with other Muslims over the finality of Prophet Muhammad as the last monotheist Prophet, have endured discrimination and violent persecution; their identity criminalized, mosques brought down to rubble and graves desecrated. The campaign started early after Independence, when the clerics wanted the regime to declare Ahmadis a non-Muslim minority and to remove Pakistan’s first Foreign Minister, the Ahmadi Muhammad Zafrullah Khan, from the cabinet for adopting Articles 18 and 19 of Universal Declaration of Human Rights (UDHR, 1948), providing for the freedom of conscience and freedom to change one’s religion. Khan had then argued that these articles were compatible with and recognized under Islamic Law (Shari’ah), and declared the adoption of the provisions of the UDHR as an “epoch making event.” Article 18 of UDHR influenced Article 20 of the then Pakistan Constitution, which read:

Subject to law, public order and morality: –(a) every citizen shall have the right to profess, practice and propagate his religion; (b) every religious denomination and every sect thereof shall have the right to establish, maintain and manage its religious institutions.

Article 20 remained unpopular not only among the ulema but also among the politico-military leadership of Pakistan. The process to dilute its provisions was, in fact, initiated by an elected political leader, Zulfiqar Ali Bhutto, in 1974. Later, in an attempt to consolidate selective elements of the Shari’ah within Pakistan’s legal structure, President Zia-ul-Haq issued an ordinance to amend the Objectives Resolution of 1949, which placated the Muslim clerics and established the principal of religious conformity in Pakistan. Under this resolution Pakistan was to be modeled on the ideology and democratic faith of Islam and all rules and regulations were to be framed in consonance with Islam, allowing a greater role to the ulema, who felt emboldened by this recognition. Thereafter, five Criminal Ordinances explicitly or principally targeting religious minorities were passed by the Parliament in 1984. The five ordinances included a law against blasphemy; a law punishing the defiling of the Qur’an; a prohibition against insulting the wives, family or companions of the Prophet of Islam; and two laws specifically restricting the activities of Ahmadis. General Zia-ul-Haq issued the last two laws as part of Martial Law Ordinance XX, on April 26, 1984, suppressing the activities of religious minorities, specifically Ahmadis, by prohibiting them from “directly or indirectly posing as a Muslims.”

The persecution of Ahmadiyyas was legalized and given further encouragement with the passage of the Criminal Law Act of 1986, later referred to as the ‘Blasphemy Law’, which impacted directly on the Ahmadi community because of their belief in the prophethood of Mirza Ghulam Ahmad. The passing of several Amendments and Criminal Acts, both under Zulfiqar Ali Bhutto’s regime (1974 Ordinance) and General Zia-ul-Haq’s rule, have thus challenged and undermined Article 20, though this continues to exist nominally in the Constitution.

Thus, Khan’s support for Article 20 made him unpopular among the upholders of fundamentalist Islam, who were not only against other non-Muslim minorities but also rose against other Muslim sects, including the Ahmadiyyas – also known as the members of a “fake Muslim community.”

By early May 1949, a radical Muslim movement, the Majlis-e-Ahrar-e-Islam (Ahrar), opposing the right to religious freedom, initiated an anti-Ahmadi agitation. Increasingly, Muslim fundamentalists became hostile to Ahmadiyyas and it was Maulana Abu Ala Maududi, the head of the revivalist Jama’at-e-Islami (JeI), who sought to unify Muslims in Pakistan under the common cause of excommunicating the Ahmadis. The then ruling Muslim League stood in opposition to Maududi’s idea of excommunicating the Ahmadis. The Government’s opposition led to a violent anti-Ahmadiyya movement, in 1953, resulting in the death of over 200 Ahmadis. It was after the 1953 riots that the religious fundamentalists used Ahrar propaganda as a basis to launch and sustain anti-Ahmadi campaigns. The next two decades led to the progressive reformation of Pakistani laws in accordance with selective elements of the Shari’ah, and the National Assembly approved a new Constitution in 1973, which was deeply influenced by the orthodox clergy. In 1974, a new wave of anti-Ahmadi disturbances spread across the country. It was at this juncture that the ulema pressurized the Zulfiqar Ali Bhutto Government to declare Ahmadis as non-Muslims. Under Bhutto’s leadership, the Pakistan Parliament introduced Articles 260(3)(a) and (b) to the Constitution, which was later put into effect on September 6, 1974, explicitly depriving Ahmadis of their Islamic identity. The Amended Article 260 read:

[(3) In the Constitution and all enactments and other legal instruments, unless there is anything repugnant in the subject or context

(a) “Muslim” means a person who believes in the unity and oneness of Almighty Allah, in the absolute and unqualified finality of the Prophethood of Muhammad (peace be upon him), the last of the prophets, and does not believe in, or recognize as a prophet or religious reformer, any person who claimed or claims to be a prophet, in any sense of the word or of any description whatsoever, after Muhammad (peace be upon him); and

(b) “non-Muslim” means a person who is not a Muslim and includes a person belonging to the Christian, Hindu, Sikh, Buddhist or Parsi community, a person of the Quadiani Group or the Lahori Group who call themselves ‘Ahmadis’ or by any other name or a Bahai, and a person belonging to any of the Scheduled Castes.]

The anti-Ahmadiyya movement during Pakistan’s formative years was enormously influential in shaping the growth of violent sectarianism in Pakistan. Conspicuously, there is either benign neglect by the State or, more often, active collusion, in incidents targeting the Ahmadis and other religious minorities.

The Ahmadis can only look to worse times ahead, with a proliferation of hate literature published by a multiplicity of extremist formations, and open incitement to greater violence against what are regarded by the extremists as ‘deviant sects’. A notice issued by Baruz Jama’at al-Mubarak after the May 28, 2010 bombing at Garhi Sahu, declared, Lahore ki zameen Ahmadiyyo ke khoon se nahayegi, Yeh khoon rang laayega aur babar ghubaar hoga (Lahore will witness the bloodshed of Ahmadis, this bloodbath will bring the community to dust). With a progressively radicalized and intolerant society, various extremist majoritarian religious formations contending to establish their ‘true’ Islamic credentials, discriminatory laws, and state agencies that throw their weight behind majoritarian extremism, there is little hope of any relief to the country’s beleaguered minorities.
