I think that a group should be formed of leaders from the devotees of a temple. Then this temple leaders group should request the gov’t that gov’t handover the control of the temple management. This group member’s should be patristic and dharmic Hindus. They should know the kind of temples the Hindus need. E. g. see detail at below link.
